- Description
- The U.S. Coast Guard Engineering Logistics Center has a requirement to procure two (2) each Appleton Marine Drum Winches, Stock Number 3950-01-419-1845, Appleton P/N GH30CT-44076-07SP, power operated, to be installed onboard the 175? WLM Coast Guard vessels. The Original Equipment Manufacturer (OEM) is Gearmatic however; Appleton Marine has extensively modified the original equipment to their specifications. Appleton Marine maintains proprietary rights to all engineering and technical data and drawings covering the modifications to the original equipment, therefore, it is the Government?s belief that only Appleton Marine, and/or their authorized distributors have the capability of supplying this Drum Winch and guaranteeing the same form, fit, and function with existing equipment. The nonavailability of technical and engineering data precludes the U.S. Coast Guard from obtaining competition, therefore it is intended to award a sole-source fixed-price purchase order to Appleton Marine and/or one of their authorized distributors, no later than 23 September 2003. However, other sources can submit information detailing their capabilities to provide this particular Winch Drum. This information must include (1) complete and current engineering data to demonstrate the acceptability of the offered Winch Drum (i.e., salient physical, functional, performance, and serviceability characteristics of all components involved); or (2) data that the offered Winch Drum has been successfully manufactured for the Government or Appleton Marine. This information MUST BE RECEIVED IN THIS OFFICE WITHIN 5 CALENDAR DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. Information received after this deadline shall not be considered for this acquisition. The submission of this date for review does NOT impede the award of this purchase order, but will qualify acceptable submissions for follow on acquisitions. The Government does not intend to pay for information solicited. See Numbered Note 22. This synopsis is issued pursuant to FAR 6.203-1. The following statement is for information purposes only: ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBE's)! The Department of Transportation (DOT), Short Term Lending Program (STLP), offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
