- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: 1) 1 each Globecaster Studio Max 2) 2 each Flo-Tech Studio 450 Flurescents 3) 2 each Studio 450 ND Barn Doors 4) 8 each Fluorescent Bulbs 5) 2 each Non-Dimmable 450 Studio Lights 6) 2 each Studio 250 ND Barn Doors 7) 4 each Fluorescent Bulbs Studio Lines 8) 1 each TeleScriptPro Software only 9) 1 each Mackie 1604 Channel Mixer 10) 4 each Sony Lavalier Microphones 11) 2 each Pioneer PRV 9000 DVD Burners 12) 4 each JVC SVHS/DV Recorders 13) 2 each Clear-Corn TR-50 IFB Earpieces The provisions and clauses in the RFQ are those in effect through FAC 01-15. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334220 and 750 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA, Transportation Officer, BOC Warehouse, Bldg M6-744, Marked for PR 4200010409, Kennedy Space Center, Florida 32899 is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by September 19, 2003 at 4:30 p.m. local time to NASA, JFK Space Center, Procurement Office, Mail Code OP-ES, Attention Linda Ranow, Kennedy Space Center, Florida 32899; or faxed to (321) 867-2042 or 867-1166; or emailed to Linda.A.Ranow@nasa.gov. Offerd must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), commercial and government entity (CAGE) code (http://www.ccr.gov), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/Proc/home.tme Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (June 2003), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.225-1. Questions received after this date may be reviewed, but not answered. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show the product offered meets the Government's requirement. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit and price. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
