Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Sunset Laboratories to procure: (A) one (1) Elemental and Organic Carbon (EC/OC) Analyzer with one (1) replacement Transmission Oven Unit and two (2) Parallel Plate Carbon Filter VOC Denuders and (B) one (1) Field Grade Elemental and Organic Carbon (EC/OC) Aerosol Analyzer. For Item (A) EPA desires to have one analyzer unit that can perform both Thermo-Optical Transmittance and Thermo-Optical Reflectance analysis procedures in a laboratory setting. The use of a single analyzer is required to allow for analysis on the same sample providing a direct comparison of the results. This is essential for data quality. For Item (B), EPA is conducting a field study on Particulate Mass emissions from vehicles. EPA needs an analyzer unit that combines both the collection and analytical functions in one operation in a non-laboratory setting. This unit will allow EPA to collect sufficient accurate in-use mobile exhaust particulate matter data from the field study to support rule-making. The applicable NAICS code is 334516 with a size standard of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by September 26, 2003 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
