Description
THIS IS A REQUEST FOR INFORMATION FOR THE U S NAVAL ACADEMY. LISTED BELOW IS A COMPLETE DESCRIPTION FOR SERVICES FOR FLEET AND FAMILY SUPPORT CENTER. Contractor is responsible for enhancing the proactive outreach and marketing programs offered by the Fleet and Family Support Center (FFSC) for the military community of the Annapolis Area Complex and the surrounding area. Identifies FFSC media and is impact on the service populace and evaluates and recommends changes r improvements to current marketing strategies to include, but are not limited to: web page, bulletins, e-mail, pamphlets, audio visual tapes, calendars, flyers, surveys, and local media briefs to advertise program development, expansions or program changes. Participates in information fairs or other events to advertise the FFSC. Conducts post-eves analysis to include preparing methodology for evaluating measures of effectiveness for data include preparing methodology for evaluating measures of effectiveness for data collection and evaluation and post-event reports. Reviews guidance on marketing implementation strategies designed to increase awareness of programs based on a statistical sampling of the populace serviced. Assesses success of marketing efforts and makes recommendations to the FFSC Director. Provides administration program functions. Develops, collects, maintains and analyzes data files used to develop more effective strategies and answer information queries from target audience. Designs studies utilizing appropriate program management analysis techniques, gathers material, and provides recommendations. Identifies, evaluates and briefs issues to be forwarded to higher authority for resolution and issues to be resolved at local level to enhance U. S. Naval Academy?s (USNA) availability to fill gaps in services in the care for families, especially during periods of high stress, e.g. mobilization, deployment or heightened security levels due to terrorist threats. Surveys retirees for the purpose of ensuring adequacy of services to this large Annapolis population. Research may require interface with service organizations, conducting personal interviews, or the development and administration of survey instruments; and analysis of such to develop a clear picture of needs and optimum resources to meet those needs. Will sit as a member of the Relocation Assistance Coordinating Committee to learn about problems families are experiencing as a result of relocation, mobilization, deployment, and return and reunion. Will consider solutions and make appropriate recommendations for multi-disciplinary problems of families associated with these issues. Studies and develops planning methods to apply to future community needs. Plans alterative courses of action as may be required. Through study and analysis, projects the influence of expanded counseling services on the future capability of the FFSC. Reviews the pattern and intensity of use for various programs. Recommends short-and-long-range development and fiscal plans for resources, facilities and services based on the relative priorities for program items and availability of funds. Advises and assists the FFSC Director in establishing goals, priorities, policies, instructions, and procedures in such areas as the pattern and intensity of service use. After review, suggests other approaches to the FFSC Director. Obtains statistical information based on surveys and other communication techniques used to identify goals and objectives. Prepares summaries, narrative statements, and analysis of the pertinent technical facts reported in project studies. Plans and products comprehensive planning studies to be used as the basis for administrative or budget planning. Identifies, researches and analyzes problems, future challenges, and initiatives related to services provided by FFSC. Designs analytical studies utilizing appropriate program management analysis techniques, gathers material, analyzes problems, develops recommendations and makes presentations to the FFSC Director. Responsible for the local continuing self-assessment program that requires FFSC to pursue performance-based management, including strategic planning, results-oriented goal setting and performance measurement. Because of fact-finding reviews, recommends improvements and strategies for organizational posture in the future. Makes recommendations for updates to local standard operating procedures insuring they are understandable, meet higher headquarters? requirements and are consistent with current Accreditation Standards. Participates in committees responsible for compliance with new accreditation standards. Identifies areas that need further emphasis and recommends actions to insure full compliance. Assists in the monitoring of compliance actions for consistency of response and timeliness. Suggests activities that may weigh as beyond the level of service expected. Designs measurement tools to justify recommendations. Provides non-clinical outreach support to individuals, families, retirees and others authorized to use the services of the FFSC to determine special needs and to identify the services that best meet those needs. Establishes and maintains highly cooperative and congenial working relationships with a wide variety of government, military families and the general public.
