- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format described in FAR Subpart 12.6, as supplemented with additional information included in this notice This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are in effect through FAC 2001-05 dated 7 Mar 02. The Government plans to award a firm fixed priced purchase order for hotel rooms in accordance with the statement of work included herein. This acquisition is unrestricted. There are three Contract Line Item Numbers (CLINs) each with thirty six SubCLINs (SCLIN). CLIN 0001 is for the period of Fiscal Year 2004 (FY 04) running from 01 October 2003 through 30 September 2004. SCLIN 0001AA is for ten double rooms for two day stays at a time for up to two times per month for the period of October 2003. SCLIN 0001AB is for two single rooms for two day stays at a time for up to two times per month for the period of October 2003. SCLIN 0001AC is for one conference room with telephone included for one day at a time for up to two times per month for the period of October 2003. SCLIN 0001BA is for ten double rooms for two day stays at a time for up to two times per month for the period of November 2003. SCLIN 0001BB is for two single rooms for two day stays at a time for up to two times per month for the period of November 2003. STATEMENT OF WORK (SOW) For support services for the Commander, Navy Recruiting Command Operations Department - Nuclear Power Program Division I. Background: Commander, Navy Recruiting Command (CNRC) requires meals and hotel accommodations for Nuclear Power Program applicants to support the interviewing process at Naval Reactors Arlington, VA at the Washington Navy Yard. II. Scope and Requirements: CNRC?s Nuclear Power Program Division will coordinate hotel reservations for applicants at least 21 days prior to the arrival date. The following specific requirements apply: a. Hotel rooms (10 double rooms and 2 single rooms) for up to twenty-two (22) applicants monthly, or fewer as pre-arranged with the hotel. Applicant rooms are required 1 to 2 times per month, for two nights per stay. The normal schedule is for applicants to arrive at the hotel on the afternoon prior to the interviews, eat dinner that night and the next morning at the hotel. The applicants are taken to Naval Reactors at 7:00am for interviews and will need box lunches. After the completion of the interview, the applicants are returned to the hotel to be sworn in the Navy. They will normally stay at the hotel that night and depart the following morning, again eating dinner and breakfast at the hotel. b. Women and men cannot be placed in the same room. c. Rooms will have private bath/restroom. d. Hotel is required to provide meals for 15 to 30 applicants daily ? breakfast, lunch and dinner. On the date of the interview, applicants will not be able to return to the hotel for lunch. Hotel will provide box lunches to include, at a minimum, one sandwich, one piece of fruit, one bag of potato chips, and one soda, and have the lunches available for pick up prior to 10:30 that morning. e. In-room, movies, alcohol in the hotel restaurant, and local/long distance phone services are not authorized per this SOW for applicants. If the applicants require these services, they will make arrangements upon check-in with the front desk, and maintain a separate billing statement/receipt for these services. f. Hotel will be within 0.5 miles of the Crystal City Metro Station. g. Escorts to the applicants will arrange for their own hotel accommodations and pay for hotel rooms and meals separately from this contract. CNRC will not pay for escort rooms/meals per this SOW. Escorts will also pay for their own in-room movies, and local/long distance phone service, if applicable. h. Transportation/shuttle service to and from National Airport is required until 2300 for arriving and departing applicants to be included in hotel services. i. A conference room/meeting room is required to accommodate up to forty (40) people, to include applicants and escorts, on the night of arrival by the applicants, normally for one hour around 7:00-8:00 pm. A conference room/meeting room is also required to accommodate up to forty (40) people the afternoon or evening of the interviews from 12:00-6:00 pm. j. A telephone for local calls is required in the conference room. k. Soft drinks and ice water will be provided to applicants while utilizing the conference rooms. l. An American Flag is required in the conference room during the afternoon swearing in ceremonies. m. A sheet cake chocolate with white icing and the words ?Congratulations? on the cake is required for the afternoon swearing in ceremonies. III. Billing Requirements: The hotel will invoice Navy Recruiting Command after the applicants have checked-out of the hotel. Invoice will be paid with the Government Purchase Card. IV. Period Performance: Services shall commence October 1, 2003 through September 30, 2004 plus two 1-year option years for service into FY05 and FY06. The following provisions and clauses apply to this procurement: FAR 52.212-1 Instructions to Offerors Commercial Items (OCT 2000); FAR 52.212-2 Evaluation Commercial Items (JAN 1999). An award will be made to the lowest priced offer who demonstrates proof of an AAA Rating of 3 Diamonds or above. FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items (DEC 2001); FAR 52.212-4 Contract Terms and Conditions ? Commercial Items (DEC 2001), FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (NOV 2001), Including the following: 52.222-21, 52.222-26, 52.222-35, 52.222-36, and 52.222-37. All prices must exclude taxes pursuant to Federal Acquisition Regulation FAR Part 29.302 which states that purchases made by the Federal Government are immune from State and local taxation.
