- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format described in FAR Subpart 12.6, as supplemented with additional information included in this notice This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are in effect through FAC 2001-05 dated 7 Mar 02. The Government plans to award a firm fixed priced purchase order for hotel rooms in accordance with the statement of work included herein. This acquisition is unrestricted. There are three Contract Line Item Numbers (CLINs) each with twenty four SubCLINs (SCLIN). CLIN 0001 is for the period of Fiscal Year 2004 (FY 04) running from 01 October 2003 through 30 September 2004. SCLIN 0001AA is for six single rooms for the period of 9 through 10 October 2003. SCLIN 0001AB is for six single rooms for the period of 23 through 24 October 2003. SCLIN 0001AC is for six single rooms for the period of 6 through 7 November 2003. SCLIN 0001AD is for six single rooms for the period of 20 through 21 November 2003. SCLIN 0001AE is for six single rooms for the period of 4 through 5 December 2003. SCLIN 0001AF is for six single rooms for the period of 18 through 19 December 2003. SCLIN 0001AG is for six single rooms for the period of 8 through 9 January 2004. SCLIN 0001AH is for six single rooms for the period of 22 through 23 January 2004. SCLIN 0001AJ is for six single rooms for the period of 5 through 6 February 2004. SCLIN 0001AK is for six single rooms for the period of 19 through 20 February 2004. SCLIN 0001AL is for six single rooms for the period of 4 through 5 March 2004. SCLIN 0003AZ is for six single rooms for the period of 23 through 24 September 2006. The dates above within each month are estimated and are subject to rescheduling. STATEMENT OF WORK (SOW) For support services for the Commander, Navy Recruiting Command Operations Department (Medical Branch) I. Background: Commander, Navy Recruiting Command (CNRC) requires hotel accommodations for Medical Corps one stop applicants for the National Naval Medical Center, Bethesda, MD. II. Scope and Requirements: CNRC?s Bethesda Detachment (Medical Branch) will notify the hotel for doctor applicant reservations at least 21 days prior to the arrival date. The following specific requirements apply: a. Approximately six (6) single rooms are required for doctor applicants for each date listed in the schedule as arranged 21 days in advance. The government (Navy Recruiting Command) will pay for the doctor applicants? rooms only per this Statement of Work (SOW). b. Rooms will have private bath/restroom. c. Hotel shall provide free parking and continental breakfast. d. Hotel is not required to provide meals (other than continental breakfast), in-room movies, or local/long distance phone service under this contract. If the doctor applicants require these services, he/she will make arrangements upon check-in with the front desk, and maintain a separate billing statement/receipt for these services. The applicant will pay for meals (other than continental breakfast), movies, and local/long distance phone service; CNRC will not per this contract SOW. Hotel invoices will specify room charges for doctor applicants only. e. Hotel will be within eight (8) miles of the National Naval Medical Center, Bethesda, MD. f. Escorts to the doctor applicants will arrange for hotel accommodations 21 days in advance of arrival date; escorts will pay for hotel rooms and hotel room taxes personally. CNRC will not pay for escort rooms/taxes per this SOW. Escorts will pay for their meals (other than continental breakfast), in-room movies, and local/long distance phone service, if applicable. g. Hotel must be AAA approved with a three (3) star or diamond minimum rating. III. Billing Requirements: The hotel will invoice Navy Recruiting Command after the doctor applicants have checked-out of the hotel. Invoice will be paid with the Government Purchase Card. IV. Period of Performance: Services shall commence October 1, 2003 through September 30, 2004 plus two 1-year option years for service into FY05 and FY06. The following provisions and clauses apply to this procurement: FAR 52.212-1 Instructions to Offerors Commercial Items (OCT 2000); FAR 52.212-2 Evaluation Commercial Items (JAN 1999). An award will be made to the lowest priced offer who demonstrates proof of an AAA Rating of 3 Diamonds or above. FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items (DEC 2001); FAR 52.212-4 Contract Terms and Conditions ? Commercial Items (DEC 2001), FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (NOV 2001), Including the following: 52.222-21, 52.222-26, 52.222-35, 52.222-36, and 52.222-37. DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (NOV 2001) with FAR 52.203-2 applying. 52.217-5 -- Evaluation of Options (JUL 1990); 52.217-7 Option for Increased Quantity -- Separately Priced Line Item (MAR 1989).
