Description
The Naval Aviation Depot located at the Marine Corps Air Station, Cherry Point, North Carolina has a requirement for Mechanical Engineering and Technical Services (METS) under solicitation N00421-02-R-0017. This effort will be competed on a full and open (i.e. unrestricted) basis. The requirements, which will be described in a Performance Work Statement (PWS), include Mechanical Design Services, Mechanical Technical Services and Division Support Services. Currently, the Government in-house workforce is performing the METS services. The Navy intends to perform a cost comparison, pursuant to OMB Circular No. A-76, in order to determine the most cost effective service provider. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a contractor is selected as the service provider, an award will be made in accordance with OMB Circular A-76 and all other applicable Navy and Government acquisition regulations. The solicitation will be issued on a Firm Fixed Price (FFP) basis, and will include Time and Materials (T&M) line items to accommodate Government-ordered after-hours work and Travel reimbursement. Any resultant contract is anticipated to be for a base period and up to four option periods (period of performance not to exceed five years). The date planned for release of the solicitation is on/about 30 September 2003. In addition, it is anticipated that a draft solicitation will be released on/about 16 September 2003. Requests to add your firm to the source list must be submitted via e-mail to Russell Shockley at shockleyer@navair.navy.mil. TELEPHONE REQUESTS FOR ADDITION TO THE SOURCE LIST WILL NOT BE ACCEPTED. ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND. All E-mail responses must provide the return E-mail address, mailing address, phone number, fax number, and point-of-contact within the body of the response. E-mail responses without the aforementioned address/information will not be recognized. Notification of solicitation issuance will be made only once (to those on the source list). NOTE: If you already responded to one or more of the previous Sources Sought Notices for solicitation N00421-02-R-0017, it is not necessary to respond again.
