Description
Notice of Intent: The Bureau of Reclamation (Reclamation) intends to award to the Colorado State University (CSU) a requirement for the development and execution of a biological study plan for evaluation of injury to young life stages of fish subjected to standard open channel energy dissipation structures. Fish injury assessment tests will be conducted for three standard spillway designs. CSU will assist in selecting fish species; identify sources of test fish and determining the number of test fish needed to meet standard statistical goals for comparative testing. CSU has a Larval Fish Laboratory, which is required in order to partner with hydraulic engineers at Reclamation's Water Resources Research Laboratory. CSU will be primarily responsible for evaluating the injury or mortality sustained by test fish during the experiment. Injuries to the eye, de-scaling, visual bruising and other signs of trauma should be evaluated as an injury classification. Injury analysis will be conducted at the CSU facility. Reclamation has identified Colorado State University's laboratory, based on it's proximity to the Denver Federal Center, Denver, Colorado, as the only source capable in performing this study. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar required service must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent=s ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by FAX at (303) 445-6345, Attention: Gail Tinianow. Responses should include the firm=s Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for NAICS Code 541380 which is $6 Million. This notice may represent the only official notice of such a solicitation. See Note 22.
