- NA This announcement constitutes the intent of the U.S. Army Corps of Engineers, Philadelphia District, to issue a Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented w ith additional information included in this notice. Solicitation documents will be furnished only on the website; hard copies will not be available. Offerors may view and/or download the solicitation from the Internet at the following address: https://eb s.nap.usace.army.mil, on or about Friday, September 12, 2003. This Solicitation is a Request For Proposal (RFP) and the Solicitation Number is DACW61-03-R-0039. The closing date for receipt of offers is Friday, September 19, 2003 at 4:00 P.M., EST. The NAICS code is 333618 and the size standard is 1,000 employees. This requirement consists of a total of two engines; however the Contractor is also being asked to provide a price quote for th e engines without the Standard Wet Exhaust Risers (See Engine Exhaust Interface Section contained within the Specifications herein). Survey Catamaran SHUMAN is currently powered by twin 570 HP, 12V-71TI Detroit Diesels. Top speed is approximately 18-19 k nots. Propulsion system is conventional shafts/propellers/rudders. Survey operations are characterized by long periods of operation at slow boat speeds while using acoustic gear. This translates into long periods of operation at low engine power & RPM lev els. The intent of this overall project is to repower the Shuman with a new propulsion system that is: more powerful, more fuel efficient, better suited for long periods of operation at low power & RPM levels, and environmentally cleaner. The convention al propulsion system will be retained, but all of the existing components will be replaced with new. The procurement also includes the following: prime mover components (engines, gears, controls, gages/alarms); Shipping to Philadelphia; Warranty; Install ation Support; Start Up Support; Technical & CAD Installation Data; Torsional Analysis; Operating Manuals. Contractors are also being asked to provide product literature, technical features and warranty provisions with their quotes. Award will be made ba sed on the most advantageous offer to the Government. As required by DFAR 252.204-7004, prospective contractors must be listed in the Central Contractor Registration (CCR) to be eligible for award.
