Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Reference number F10AST32481900 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This solicitation is 100 percent set-aside for Small Businesses and is under North American Industry Classification System Code 336991, with a small business size standard of 500 employees. The corresponding Standard Industrial Classification code is 3751. Hurlburt Field intends to purchase 10 (ten) each of the following or equal: Kawasaki KVF 700, 4 X 4 Air Force All Terrain Vehicle, part number 17654-K650 with Infrared light option, heavy duty suspension upgrade, 2 inch ground clearance increase (due to the suspension upgrade), upgraded front, middle and rear skid plates, constant velocity protectors. Color: Lusterless Black. Additionally, all transportation and insurance costs are required to be included in the quote. GSA items shall be noted as well as the GSA contract number. If quoting ?or equal? items, submit sufficient literature for Subject Matter Experts to perform an effective evaluation. Required delivery shall be on or before 90 days after receipt of award. Place of delivery shall be 23STS/Advanced Skills Training, 665 Red Horse Road, Hurlburt Field FL 32544. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2000). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Technical capability and price are of equal importance. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (July 2002), with the quotation. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Apr 2003), applies to this acquisition and is incorporated by reference. The clause at FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (May 1999) applies to this acquisition and is incorporated by reference. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (JUN 2003) applies to this acquisition and is incorporated by reference. Funds are not currently available for this requirement. However, funds may become available on or before 30 September 2003. Please respond to this request for quote with an offer that is valid through 30 September 2003. If funds do not become available by 30 September 2003, this request is automatically cancelled. If funds do become available, and if an award is made, a Firm-Fixed-Price Purchase Order will be issued in writing. Submit signed and dated quotations on company letterhead or quotation form. Submit signed and dated offer to: Department of the Air Force, 16 CONS/LGCY, Attn: Alan Adrian, 350 Tully Street, Building 90339, Hurlburt Field FL 32544-5810 at or before 1600 (4:00 PM Central Standard Time), 17 September 2003. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors.
