- Description
- The National Cancer Institute (NCI), Office of the Director plans to procure, on a sole source basis with Dr. Mark Clanton to provide support to the NCI Director and the Office of the Director in the form of strategic assistance and consultation in the development, documentation, implementation and monitoring related to 1) public-private health care delivery system partnerships; 2) repository governance; 3) and the Office of Science Policy and Assessment alignment with the NCI strategic plan. Dr. Clanton has an MD degree from Tulane University School of Medicine. He is a board certified Pediatrician and a Fellow of the American Academy of Pediatrics. He has volunteer leadership and participation with the National Dialogue on Cancer and the American Cancer Society. Dr. Clanton?s cancer interests also include experience with the national guideline development for, as well as, community based planning and implementation of, cancer prevention and early detection programs with an emphasis on cancer health disparities and Tobacco prevention. Dr. Clanton holds a Master of Public Health from the Harvard School of Public Health where he participated on the Harvard School of Public Health Leadership Council. Dr. Clanton also holds Certification in Finance from the SMU Cox School of Business. With his certification, Dr. Clanton has extensive business experience in strategic health care planning and strategy implementation in the public, non-profit, commercial and medical sectors of the health care delivery systems. Dr. Clanton is a member of the NCI External Workgroup for Cancer Progress Report 2004 and the Trans HHS Cancer Health Disparities Progress Review Group. Dr. Clanton?s experience and educational degrees/certification in managed health care systems (public and private), health care financing, community hospitals and cancer centers, public health policy and community health system initiatives makes him uniquely qualified to assist the NCI Director on linking NCI cancer initiatives with the numerous organizations and interests that makeup or are part of the health care delivery system. This is not a solicitation for competitive quotations. It is a notice of intent to contract with Dr. Clanton on a sole source basis. Offerors who feel they are qualified for this effort should submit an original and one copy of their qualifications to the contracting office by 2:00 p.m. EDT, on September 25, 2003. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov. It is the vendor?s responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
