Description
Per Federal Acquisition Regulation (FAR) 5.202(a)(12), Notification of Proposed Contract Action was not advertised in the Commerce Business daily as only United Kingdom sources will be solicited and all services will be performed outside the United States. This is a combined synopsis/solicitation for commercial items prepared per the format in Federal Acquisition Regulation (FAR) Subpart 12.6, 13.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations (bids) are being requested based upon the performance work statement listed below. No other written solicitation will be issued. The Solicitation number is F61708-03-T-0016 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. This acquisition is unrestricted. The 422nd Contracting Squadron intends to award a one-year contract for an individual to perform as the Family Services Volunteer Program Coordinator under Request For Quotation (RFQ) F61708-03--T-0016. The period of performance under this proposed contract will be 1 October 03 through 30 September 04. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial, with addenda: paragraphs (h) & (i) of this provision do not apply; 52.212-2, Evaluation-Commercial Items, with the following addenda: paragraph (a) is filled with (1) Experience within the Family Services Program; (2) Retainability to complete the terms of the contract; and (3) Price; This will be a best value award, where technical capability and warranty terms, when combined, are slightly more important than price; 52.212-3, Offeror Representations & Certifications ? All FAR, DFARS, and USAFE clauses, in full text, can be found at URL http://farsite.hill.af.mil. NOTICE: Reference DFARS clause 252.204-7004, ?Required Central Contractor Registration?. As of 31 May 1998, all contractors wishing to do business with the Department of Defense are required to be registered in the central contractor registry. It is the offeror?s responsibility to register and/or confirm that all information in the registry is accurate and complete. Any offeror that is not registered or whose information in the registry is incorrect will not be eligible to receive an award. Contractors may register at http://www.ccr.gov/. Work Statement - Family Services Coordinator (FSC) - RAF Croughton 1. PURPOSE: This PWS outlines the general duties and responsibilities of the expanded RAF Croughton Family Services Program contract coordinator, the 422nd Air Base Squadron (ABS) commander, and the RAF Mildenhall Family Support Center (FSC). The contractor shall administer the typical Family Services programs found at larger installations such as the Loan Closet, Layettes, and Base Brochure/Video Program. In addition, the contractor will serve as a liaison between the RAF Mildenhall FSC and RAF Croughton to ensure FSC programs are available and accessible to the community. 2. OBJECTIVE: The objective of the expanded Family Services Program is essentially the same as that for the FSC: to assist commanders in their responsibility for the health and welfare of the military community and to support mission readiness by helping eligible military/DoD civilian personnel and their eligible family members adapt to the changes and demands of military life. 3. QUALIFICATIONS: a. Supervisory skills with a general knowledge of all aspects of Family Services, to include administrative procedures and customer service; or one year of experience as a FSC program manager. b. A minimum of six months of Family Services experience to include: Base Relocation Brochures/Video Loan Program, the Loan Closet, and Layette Program. c. Familiarity with FSC programs and information and referral procedures. d. Sufficient time on station to complete the term of the contract unless official orders requires a permanent change of station of the military or DoD civilian sponsor. e. Computer skills, to include using PCs and such software as Microsoft Word, Excel, and Power Point. 4. GOVERNMENT PROVIDED FACILITIES, ITEMS, AND SUPPORT: a. The primary source of support will be the 422 ABS (unless otherwise specified). This support includes: (1) Facilities, equipment, and supplies of a general nature. Before contract performance, the 422 ABS equipment custodian will conduct an inventory of all government-furnished property. (2) Office space on RAF Croughton. Provide sufficient space in Building 4 for performance of the contract. (Note: the space provided will be per applicable AF instructions and availability of space). (3) Sufficient telephones with appropriate DSN and commercial capabilities commensurate with fulfilling the responsibilities of this PWS. (4) Access to a Pentium computer with Microsoft Office software, a printer, and a dedicated e-mail account on the base LAN. (5) Supplies, forms, publications, reference materials from government or commercial sources directly related to Family Services. (6) Supplemental reference materials and training aids related to the Family Services Program procured from commercial sources. Requests for purchase of such material will be in accordance with applicable AF instructions and subject to budgetary constraints. (7) Access to copy machines/base reprographic facilities through the 422ABS administration for reproduction of material directly related to Family Services. Contractor will comply with applicable policies/regulations concerning the quantities and types of material reproduced. (8) Access to base conference and training rooms through the 422 ABS administration. (9) Key for access to Family Services Office 5. WORK HOURS: Services will normally be performed Monday through Friday from 0900-1500 or as coordinated through the installation commander. The contractor is required to work four (6) hours per day, but no more than 30 hours per week. The contractor is not required to work on U.S. holidays. U.K. holidays will be normal workdays. The contractor is not required to work on USAFE Family Days; however, the contractor will not be paid for that workday missed. 6. TIME OFF: The contractor is authorized vacation time. The contractor will coordinate all leave and his/her intention to use a subcontractor during his/her absence, in writing, with the RAF Mildenhall FSC liaison and the 422 ABS Quality Assurance Evaluator. This coordination will take place at least 15 days before the planned absence. 7. CONTRACTOR RESPONSIBILITIES: a. The contractor will: (1) Administer and coordinate the expanded Family Services Program to meet the needs of the 422 ABS commander and the local military community per AFI 36-3009, Family Support Center Program, and local guidance. (2) Provide assistance in a professional manner. Extend proper courtesy in all respects to all customers. Confidentiality cannot be given to customers; however, all assistance provided is covered under the Privacy Act. Questions on this can be directed to the Information and Referral Specialist/GSU Coordinator at the RAF Mildenhall FSC. (3) Recommend changes to the commander as required to maintain a viable program that continues to meet the needs of the personnel and family members employed at or living in the RAF Croughton area. (4) Be the point of contact for distribution of information and publicity flowing to the RAF Croughton community from the RAF Mildenhall FSC. This includes working closely with the RAF Mildenhall FSC staff to coordinate quarterly classes, seminars, and workshops offered by the RAF Mildenhall FSC at RAF Croughton. (5) Provide information to clients about local services and resources. Maintain information on the community to provide effective service delivery. (6) Develop and maintain an up-to-date continuity binder on the program. (7) Assist the RAF Mildenhall Relocation Assistance Program staff to initially build the automated Standard Installation Topic Exchange Service, or SITES, database and coordinate semi-annually with the RAF Mildenhall Relocation Assistance Program staff to update the SITES database. (8) Prepare narrative and statistical reports on AF Form 2806 identifying program trends, usage, and accomplishments. Provide these reports to the RAF Mildenhall FSC information and Referral Specialist/GSU Coordinator by the last day of each quarter. (9) Identify new volunteers; maintain volunteer files to ensure annotation of hours worked, training, awards received and amount of childcare services used. Provide a list of all volunteers to the Volunteer Resource Program manager at the RAF Mildenhall FSC on a quarterly basis. (10) Assist all walk-in clients in completing necessary paperwork to check out items from the loan closet, ensuring all items are returned in a timely fashion and in serviceable condition. (11) Provide timely inputs to the 422 ABS Commander and First Sergeant on nominations for the 422 ABS Volunteer of the Quarter and Volunteer of the Year programs. Nominations are then forwarded to the RAF Mildenhall FSC Volunteer Resource Program manager for further action. (12) Provide support activities in the form of information, referral and liaison for the Key Spouse Program and the FSC core programs. b. The contractor should: (1) Market the expanded Family Services Program to the RAF Croughton community via speaking at spouses' groups, commander's call, and other media. (2) Develop and obtain information, books, magazines, etc., for a reference library for volunteers and customers. 8. RESTRICTIONS: a. The contractor is prohibited from receiving any moneys or to benefit from any source as a direct or indirect result of the services provided to Family Services clients. b. The contractor is prohibited from volunteering for any Family Services programs.
