- The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, intends to award a firm-fixed price-level of effort purchase order on a sole source basis to Least Squares Software Inc for the development, execution, and refinement of a prototype decision-making model for Non-Linear Dynamics in Human Behavior. This is a companion project connected with work previously accomplished under an existing purchase order. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Any response to this notice MUST show clear and convincing evidence that competition would be advantegeous to the Government. Responses should be submitted not later than 23 Sep 03, via email to april.ford@dia.mil or via facsimile at (202)-231-2831. A determination by the Virginia Contracting Activity not to compete this procurement on a full and open competitive basis, based on responses to this notice is soley within the discretion of the Virginia Contracting Activity.
