Description
This notice is a combined synopsis/solicitation Notice of Intent for a Service Support Contract for the RML ERGO Server and Software in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested & a written solicitation will not be issued. This procurement is being issued as a Notice of Intent (NOI-RML-30011). The Solicitation documents and incorporated provisions & clauses are those in effect through Federal Acquisition Circular 2001-15 dated 08/25/03. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541611 and the small business size is $5.0M. SCHEDULE: The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis, (LHBP), proposes to award a purchase order to Integrated Genomics, 2201 W. Campbell Park Dr., Chicago, IL, 60612 on a sole source basis. LHBP has sequenced internally five bacterial pathogen genomes, and currently has seven bacterial genomes sequenced externally. The LHBP currently has an RML ERGO server, consisting of the ERGO Genome Analysis Suite, on site, for the processing, storing, and presentation of bacterial pathogen genome data. This RML ERGO server, and the software that runs on it, must be covered by a service and support contract. The Contractor shall supply a database upgrade to all publically available genomes, phone and email technical support , and two(2) quarterly updates of new genomic data.. The LHBP requires a genome upgrade that will add up to 350 genomes to the RML ERGO server. LHBP requires at least two(2) quarterly updates of publically available genome data. Phone and e-mail technical support for the RML ERGO server shall be available from the contractor at least five(5) days a week, eight(8) hours per day. This is a six(6) month work effort, where the final product will be the service and support of the RML ERGO server. Data files must be compatible, transferable to, and readable by a contractor-supplied server with ERGO bioinformatics software , RML computing systems, and infrastructure which involves PC, MAC, and Unix/Linux-based systems. The contractor shall provide personnel for this work effort. The contractor shall work closely with RML IT staff members to insure that the server is properly updated, and that RML IT guidelines and security measures are met. The contractor shall keep all NIH, RML-derived data secure and will not release, make public or maintain any of the data beyond this contract effort. If Internet connectivity is needed in order to perform the work, for transfer of files, or other efforts, contractor computers will be secure and in compliance with RML-IT security procedures and policies. Contractor-supplied software shall be kept current and up-to-date with applicable security patches and upgrades. Internet connectivity and/or remote access for the purpose of performing the work, for transfer of files, or other efforts, will be coordinated with NIAID IT staff to ensure security and compliance with NIAID IT procedures and policies, including Section 508 Accessibility Standards. The Contractor shall produce/provide the following deliverables: (1) A database upgrade to all publicly available genomes and RML proprietary genomes. This upgrade for all publicly available genomes shall be completely compatible with the infrastructure and format of the RML ERGO server. Cross-genome comparative analysis must be available, and prediction of translation starts. Sequence similarities must be calculated for all the newly predicted ORFs in the genomes against the entire set of genes in the contractor's proprietary genome database. Functional annotation in the contractor's database must be facilitated by orthologous clusters. Additional methods that rely on gene context rather than on sequence similarity must also used for annotation of those genomes. (2) Two(2) quarterly data updates of existing genomic data and proprietary RML genome data. (3) Unlimited phone and e-mail support for 6 month period. All service and support will be inspected and approved by the Project Officer of the LHBP, Rocky Mountain Laboratories via weekly reports and analysis of deliverables. Acceptance Criteria will be based upon decisions made by the LHBP Project Officer in conjunction with the service, support and the deliverables mentioned above. FOB Point shall be Destination, Hamilton, MT. Commercial Items. Award will be based on capability to meet above stated salient characteristics, delivery, price and past performance. Award to be made not later than 4:30 PM(MDST) 9/19/03.
