Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ3043 and the solicitation is being issued as a request for quotations. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-15. The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health, has a requirement to purchase nineteen (19) primate housing racks and cages. The North American Industry Classification System (NAICS) code for the acquisition is 33911 and the small business size standard is N/A. The racks systems need to be constructed in a one over one (1/1) cage design in order to accommodate facility design layout. Racks and cages are to be made of stainless steel or other suitable material that will withstand multiple autoclaving, cage washes and Group 4 primate species. All space criteria will meet the Guide recommendations for Group 4 primates. Other equipment required with the rack systems involves the appropriate type and quantity of excreta pans (40 additional for change out), environmental enrichment, water bottles (42 additional for change out), stoppers (42 additional for change out), sipper tubes (42 additional for change out), feed hoppers (5 additional for change out), stainless steel cage cardholders, and excreta pan wash rack. The evaluation criteria will involve three (3) main subjects, weighted evenly on a 60-point scale. Criteria (1): Adequacy of housing as recommended by the Guide. Criteria (2): Cost. The government is looking to purchase the best value for the money; to include the equipment and supplies needed to operate the racks. Criteria (3): Functional. Specific features tend to be manufacturer specific. The NIAID will rate specific features of each manufacturer to the intended use of the rack systems. These types of features include, but are not limited to: rack construction and design, durability, ease of use, visibility of animals and functionality. Features to be considered that increase functionality are as follows: mobile with locking casters, fully autoclavable, non-marring wheels, easily maneuvered by one individual, rack change out, animal jumping, environmental enrichment, durability of ancillary equipment, ability to withstand repeated autoclaving warranty on caging and ancillary equipment, replacement criteria. Commercial Items. Offerors must include with their offer a completed copy of the provisions of FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items. Offers must be submitted not later than 5:00 P.M. Eastern Daylight Time, September 19, 2003.
