- Description
- The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the American College of Surgeons (ACS). The purpose of this procurement is to assist the Federal Trauma-EMS Systems Program to provide expert multidisciplinary technical assistance to the States as they seek guidance on “next steps” initiatives to set up effective statewide trauma systems. Additionally, since there exists a variance of State needs and unique barri4ers, trauma system data elements and definitions shall be defined so that States will be able to monitor their individual statewide system improvements and needs. Any other organization would have to spend significant resources to develop the database that ACS already has. Therefore, ACS is the only responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253(1), as set forth in FAR 6.302-1(b)(1). This requirement will be awarded under FAR Part 13 - Simplified Acquisition Procedures. The anticipated period of performance is for a twelve (12) month period. The NAICS code for this procurement is 541611. A Justification for Other than Full and Open Competition is on file. Fifteen (15) days from the date of the issuance of this notice, the Contracting Officer will proceed in accordance with FAR regulations to award a purchase order to ACS.
