- The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate a sole source award with High Tech Crimes Consortium, Tacoma, Washington for 1,000 ?MISSING? kits. ATF?s G.R.E.A.T. Program will use these kits for classroom and officer training. ?MISSING? is a computerized re-enactment version of an actual Internet predator who lures his victims to his location, and then forces them to become involved and participate in child pornography. The G.R.E.A.T. officers will utilize the MISSING kit during the Families Component training portion of the G.R.E.A.T. program to teach youth and their parents about smart decisions and appropriate Internet usage. MISSING will also educate the participants on how to recognize warning signs and indicators. This notice of intent is not a request for competitive proposals. The Government will consider clear and convincing evidence submitted by companies showing they have the rights to distribute this product within 5 days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
