Description
Contractor will provide hepatitis test kits for standardized specimen testing in order to enable the accurate examination of specimens for outbreak and epidemiologic investigations, and for studies with State Health Departments. Test kits must be compatible with existing CDC Government automated equipment to eliminate the need for purchasing duplicate or new equipment. The contract period shall be for one (1) base year with four (4) additional one (1) year options. Solicitation will be issued on approximately June 16, 2003 to DiaSorin, Stillwater, Minnesota, on a sole source basis. DiaSorin is the U.S. distributor of Sorin Biomedica, which markets instruments and FDA approved kits for all of the hepatitis markers of infection excluding antibody to the hepatitis E virus (HEV) and is the sole source for kits to detect the hepatitis B virus E antigen and antibody. A review was made of the list of licensed/approved assays in the U.S. on the FDA website last updated on 12/18/02. At this time DiaSorin is the only source for the kits used in the Hepatitis Reference Laboratory and for the BIDS study. Authority: 41 U.S.C. 253(c)(1), Justification: Supplies required are available from only one responsible source and no other type of supplies will satisfy agency requirements.
