Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information (SF1449.rtf) included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Proposal (RFP); proposals are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal for Light Detection and Ranging (LIDAR) digital elevation data and related products to support NASA's ongoing Earth Science Enterprise research and applications. These data will be used to evaluate natural hazards in the support of the National Aeronautics and Space Administration (NASA) Solid Earth and Natural Hazards (SENH) Program. Two equally sized areas are to be mapped in the Cascade Range of Washington State, in the vicinity of the Darrington fault zone and Mount Saint Helens. The two areas to be mapped consist of high-relief, heavily vegetated terrain. Proposal responses that offer approaches for data acquisition, processing, and classification that are well adapted to collection and identification of ground elevations in topographically rugged, vegetated landscapes are desired. The Government intends to acquire a commercial item using FAR Part 12. Pursuant to the provisions of FAR 36.601-4(a)(4), this procurement is considered to include mapping services that are not connected to traditionally understood or accepted architectural and engineering activities and therefore shall be procured pursuant to FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.5. In addition, Section 107 of the Commercial Space Act of 1998 (42 U.S.C 14715) requires NASA to acquire space-based and airborne Earth remote sensing data, services, distribution and applications from a commercial provider. The Act provides that such data, services, distribution and applications are considered commercial items. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541370 and 4.0M, respectively. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 2 days after the posting date of this notice. An ombudsman has been appointed - See NASA Specific Note "B".
