Description

NA This is a combined synopsis/solicitation for commercial item(s) prepared in accordance with FAR12.6, as supplemented with additional information included in this notice. This being requested and a written solicitation will not be issued. The solicitatio n number DABT67-03-T-0016 is issued as a Request for Quotation (RFQ). The Solicitation document and incorporated Provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15. This Procurement is unrestricted, the SIC Code is 7389; the North American Industry Classification System (NAICS) code is 541930; the FSC R499. ACA-SR Directorate of Contracting, Presidio of Monterey, CA. intends to issue a firm fixed price Purchase Order based on FAR13 for Recorded Sight Translation and Transcription of English to Pashto Dialogs. Sight translation is defined as spoken translation of a text. Sight translations of transcribed English dialogs into Pashto (Pashto translator reads an English dialog line, renders a spoken translation, an d then moves onto the next line). Sight translation is then recorded on CD??????s. Using a universal Word processor, a single designated writer transcribes the recorded sight translations. NOTE: Since written Pashto is not standardized, only ONE transc riber will be provided with guidelines on all such conventions; conformance to these guidelines will be very important. Multiple Versions: Same English dialog should be translated by at least three Pashto translators. All CD Versions are transcribed int o Universal Word. Develop a glossary of medical terms, acronyms, and proper names. Deliverables: (1) CD-recordings of a least three versions of English to Pashto sight translations for 700 medical dialogs. Three recorded sight translation of the same s ource text, must be from three different Pashto speakers. (2) Translation of 541,054 words, which will be provided in the English source text. (3) Provide transcription of these recorded Pashto sight translations on Universal Word Master file. (4) one transcription of all recordings. Only one transcriber should be used for all recordings to ensure consistency of writing conversion. Delivery term shall be FOB Destination, Presidio of Monterey, Monterey CA during the period, date of award to 27 Februar y 2004. The following Provisions and Clauses are incorporated and shall remain in full force in any resulting purchase order. FAR Part 52.212-1; Instruction to Offerors, Commercial Items, applies to this solicitation. FAR 52.212-4 Contract Terms and Con ditions - Commercial Items. FAR 52.212-3, Alt I Officers Representations and Certification-Commercial items FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Item s. DFARS 252.204-7004, Required Central Contractor Registration, and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Quotes will be evaluated in a ccordance FAR 13.106-2 (b)(3)(i). Award will be made based on delivery schedule, past performance, and price. The government reserves the right to make award on the initial quote received without discussions. The Government will consider all quotes rece ived by September 10, 2003.
