- ******************************************************************************** UPDATE: 29 August 2003 - Solicitation F33601-03-R-0048 and Attachments #1, 2, 3, 4, 4a, 4b, 5 and 6 were posted on 29 August 2003. The closing date is Wednesday, 29 October 2003. All questions regarding the Statement of Work should be submitted within the first 5 working days after the solicitation is issued (or within the timeframe of 29 August - 8 September 2003 by email to: luann.scott@wpafb.af.mil or fax to: 88th ABW/PKD, ATTN: Lu Ann Scott, at (937) 656-1412. A site visit is scheduled for Tuesday, 9 September 2003. ALL offerors are required to send and track Attachment #4.b., Past/Present Performance Questionnaire, to three (3) different contractors or subcontractors that they have worked with on recent and relevant programs. Offerors shall make their best effort to ensure that all three of the COMPLETED Past/Present Performance Questionnaires are turned in to this office by RFP closing date and time (29 October 2003 at 1500 hours local time). ******************************************************************************** UPDATE: 18 August 2003 - A revised, red-lined version of the Statement Of Work (SOW) has been posted to the 03R0048 Library below. This version is dated 28 July 2003 and has signfificant changes. Although the estimated Issue Date for the Request For Proposal was on or about 7 August 2003, it is now expected to be issued on or about 28 August 2003. UPDATE: 23 July 2003 - Posting of Synopsis PRE-SOLICITATION SYNOPSIS This is a Pre-Solicitation notification of proposed contractual action prior to the release of Request For Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The United States Air Force, 88th Air Base Wing, Wright-Patterson Air Force Base, Ohio, is requesting proposals for services to perform environmental management services for the Environmental Management Office. This effort also includes technical support in the following environmental management programs: Affirmative Procurement, Air Quality, Asbestos, Cultural Resources, Design Review, Emergency Planning and Community Right-to-Know, Emergency Response, Environmental Compliance Assessment and Management, Environmental Impact Analysis Process, Environmental Training, Hazardous Material Management, Hazardous Waste Management, Lead-Based Paint, Natural Resources, Pollution Prevention, Polychlorinated Biphenyls, Radiation Safety, Solid Waste and Recycling, Storage Tanks, Used Oil and Water Resources. This acquisition is being conducted in accordance with FAR Part 12, "Acquisition of Commercial Items". This acquisition will be Full and Open competition utilizing procedures under FAR Part 6.401(b)(2). UPDATE: 17 July 2003 - A revised edition of the Statement of Work (SOW) along with Questions and Answers regarding the SOW have been posted to the 03R0048 Library below. The United States Air Force, 88th Air Base Wing, Wright-Patterson AFB, Ohio, is seeking potential sources to provide environmental management services to the Environmental Management Office. A proposed Draft Statement Of Work (SOW) is attached to provide respondents a better understanding of the Air Force?s needs and respondent?s potential ability to meet their requirements. The Air Force anticipates eventually conducting a competitive acquisition for this award. This effort is expected to be a basic effort with four one-year options. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, a woman-owned business or HUBZone. All interested firms shall submit information demonstrating their capabilities to perform the work herein described. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates. The Air Force reserves the right to consider a small business set-aside based upon responded hereto. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set aside decision. Respondents are further requested to indicate their status as a Foreign- owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. Capabilities Package: All interested firms shall submit a capabilities package that explicitly demonstrates capabilities and expertise related to this effort. Capability package requirements are to be presented in accordance with the attachment to these sources sought entitled ?CAPABILITIES PACKAGE, Personnel Systems Management?. Additionally, the response should include the firms understanding of DoD and Air Force organizational structure, roles and responsibilities.
