Description
The Air Force Flight Test Center (AFFTC), Edwards Air Force Base, CA is seeking potential sources capable of providing an Electromagnetic Test Interference (EMI) Test Receiver System in support of tests in the Benefield Anechoic Facility (BAF). The system must be capable of performing Electromagnetic Interference (EMI) and Electromagnetic Compatibility (EMC) as part of the Electronic Warfare Test Capability (EWTC). The requested system will provide the BAF with the capability to support both domestic and foreign customers. In order to furnish the complete EMI Test Receiver System, the AFFTC has a requirement for the following ten (10) commercial components that comprise the complete integrated EMI Test Receiver System: 1). EMI Test Receiver 20HZ to 40 GHZ; -150?+30 DBM Colour LC Display, 2). Option: Preamplifier 7 to 40 GHZ for EMI Test Receiver (Factory Install Only), 3). Documentation of Calibration Values ESIB, 4). Option: Tracking Generator for FSEB and ESIB, 9 KHZ to 7 GHZ, 5). Option: Output Attenuator for Tracking Generator FSE, FSIQ and ESIB, 6). Option: Ethernet Interface for FSE and ESIB with RJ-45 Connector for FSE: FSE-B15 required, 7). Option: Removable Hardware for FES ESIB (Factory Install Only), 8). Accessory: Service Kit for FSEA and FSEB, 9). Transit Case for Instruments Design KB90, 19 5HU Depth 570 MM, 10). 19" Adapter 5HU 1/1 for KB 90 Cabinets, For CMT, CMTA, PSA 12/15. The EMI Test Receiver System must conform to all industry (foreign and domestic) and military EMI Test Receiver Standards in place at this time. Conformance with both domestic and foreign standards will provide the Electronic Warfare (EW) Directorate with the capability to meet both domestic and foreign customer requirements. The government requires that the EMI Test Receiver System conform to the following industry and military standards: International Special Committee on Radio Interference (CISPR), Testing & Certification Institute for Germany (VDE), Federal Communications Commission (FCC), Educational Testing Service (ETS), Voluntary Control Council for Interference by IT Equipment (VCCI), Military Standard 461 Revisions C-E (MIL-STD), Electromagnetic Specifications for Germany (VG), Defense Standard (DEF-STAN), Environmental Conditions and Test Procedures for Airborne Equipment (DO160), and French Specifications for Electromagnetic Interference (GAM EG13). Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the complete EMI Test Receiver System detailed in the ten (10) commercial components listed above. Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 334515. The Small Business size standard is 500 employees. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in September 2003.
