Description: This amendment resends this synopsis to incorporate attachment one (1). The USDA, Economic Research Service (ERS), is seeking to procure a demographically and geographically representative sample of U.S. household based retail food purchase scanner data to conduct research on the economics of interactions between consumer?s purchasing behavior and food retailing. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. Applicable FAR clauses are incorporated by reference. Prompt Payment- FAR 249-1 (4/84); Instruction to Offerors-Commercial Items 52.212-1 (10/00); Evaluation ? commercial items 52.212-2 (10/97); Offeror Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions- Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5 (10/98); Payment by Electronic Funds Transfer?Central Contractor Registration 52.232-33 (5/99), paragraph (g), as published in the Federal Register on April 3, 2003. This announcement constitutes the only solicitation; quotations are being requested upon issuance of this solicitation. A WRITTEN solicitation will not be issued. ALL RESPONSIBLE SOURCES MUST SUBMIT A QUOTATION FOR CONSIDERATION. The NAICS Code is 541910. Award will be firm fixed price. Background: Findings are often disseminated by publishing in a variety of outlets such as academic journals, applied economic journals, ERS technical bulletins, ERS agricultural economic reports, etc. ERS does not give out or publish the actual (raw) data, only results from models or statistical tabulations. ERS occasionally enters into cooperative agreements and memorandums of understanding with academics at Universities to assist with research priorities and implementation of economic analysis. The work may require access to the data. In addition, ERS conducts staff analyses for internal use. Internal staff analyses are conducted for the Administration, Congress, or the Department of Agriculture. Objectives: a) determine the types of foods that U.S. Households purchase by demographic segment with specific focus on low-income households and how they differ from other demographic groups. b) identify what price households pay for foods purchased and how household demographics, including income, affect prices paid and quantities purchased. c) assess how food assistance-eligible households differ in the food choices they make and the prices that they pay for food. d) identify differences in food prices across markets in the U.S. and analyze the impact the increasing number of alternative retail outlets for food on food prices and accessibility. e) investigate the effect of different tastes and preferences across households on food demand. f) measure the impact of consumer food purchasing behavior on food prices, accessibility, services and assortment. g) compare measures of food purchase behavior to measures of food consumption behavior in the Consumer Expenditure Survey. h) investigate the impact of the increasing number of value added food products on food marketing firms and agricultural producers. Quotes shall include the following information: The purchase will include 2 to 4 years of data covering the years 1998-2001. (Note: Quotes shall contain the costs of 2 years of data for 1998 and 2002, as well as the cost of 3 and 4 years of data). This scanner data request if for individual transaction level data that will cover food purchases by each household for all food store outlets available to a household. More specifically, we are looking for coverage of all major food categories, including: meats, poultry, fish, dairy, fruits and vegetables and dry grocery. Sampling and expenditure weights should be included in order to aggregate measures both nationally and per local market for individual food products and aggregated food group. A complete description of sample design, in addition to sample weights, other relevant data (such as strata and clusters) should be included. A data description dictionary that provides a full explanation of any abbreviated terms in the data and a listing of all the available common characteristics for categories within each department. For each transaction observation, all relevant information regarding the transaction as well as all available information on the product purchased and the household that purchased the product (see Attachment (I)).
