Description
The proposed acquisition is listed as a full and open competition requirement. The NAICS Code is 541611. Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal in the future. The offeror shall provide technical assistance to Child Care and Development Fund (CCDF) Lead Agencies at the State level on the use of CCDF funds to support out-of-school time programs both directly and through coordination with other government programs and other sectors. More specifically, the project will: Identify ways that all 50 States and communities are using CCDF subsidy and quality dollars to support out-of-school time programs, and share these practices and approaches with other States; Identify administrative and implementation issues related to CCDF investments in out-of-school time programs, and provide information and context (about barriers, problems, opportunities) as well as practical tools that will help CCDF administrators make decisions; Identify other major programs and sectors that are potential partners for CCDF in supporting out-of-school time programs, and identify models, strategies and tools for coordination with other programs and sectors in support of out-of-school time programs. THE TASKS UNDER THE PROPOSED PROJECT WILL INCLUDE: Identifying and tracking CCDF investments in out-of-school time programs in all 50 States--including subsidy policies, licensing practices, and quality initiatives at the State and local levels. Each State implements CCDF differently; therefore the analysis will require a thorough national effort. The descriptions compiled on these investments from a variety of sources will include information such as key activities, funding and resources, history and development, and results achieved. Developing (including researching, writing and producing) written technical assistance materials on a wide variety of topics related to CCDF support for out-of-school time programs?including funding, program development and implementation, service delivery, research, and collaboration. These materials may take a variety of formats, including publications, issue briefs, training curricula, handouts, and worksheets. The materials will provide background, context, models, options, strategies, resources and tools to help CCDF administrators make practical implementation decisions related to out-of-school time programs. Providing and facilitating technical assistance events for audiences of State policymakers and administrators--including training presentations, forums, meetings, on-site consultation, and peer-to-peer technical assistance. The contractor will be responsible for providing the technical expertise and resources necessary to plan and produce these events, as well as providing logistical support such as travel arrangements. The contractor must have exemplary knowledge and experience necessary to provide technical assistance to State experts in the field. Responding to requests for information received from CCDF administrators, the Child Care Bureau, Administration for Children and Families Regional Offices, and other interested parties. The anticipated period of performance is a base period of one (1) year with two (2) twelve (12) month option periods. A cost-reimbursement level of effort contract is planned.
