- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a limited Request for Proposal (RFP) N00019-03-R-XXXX, on an Other Than Full and Open Competition basis for the VXX Program System Development & Demonstration (SDD) Phase and associated training, logistical, and engineering support to Lockheed Martin Systems Integration in Owego, NY and to Sikorsky Aircraft Company in Stratford, CT. The specific purpose of SDD is to design, develop, fabricate, integrate, manage, test and evaluate, demonstrate, and document the VXX system. Initial Operating Capability (IOC) for the VXX is scheduled for the 2008 timeframe. This is a follow-on competition to the Risk Reduction Activities for the VXX program. The authority to permit other than full and open competition is FAR 6.302-(1), supplies or services may be deemed available from only one or limited number of responsible sources.
