Description
NASA/MSFC plans to issue a Invitation for Bids (IFB) for Construct Replacement Facility for Shipping and Receiving (Building 4631) PROJECT DESCRIPTION: The work consists of providing the labor, equipment, and materials to construct a new metal building warehouse, Building 4631. The work includes: site preparation including but not limited to engineered fill, building pad preparation, storm drainage, truck docks, automobile parking, and landscaping; construction of a metal building to house a warehouse facility, model construction shop, computer maintenance facility, restrooms, offices, and conferences rooms; associated plumbing, mechanical and electrical systems to support the building; and installation of owner's equipment. The order of magnitude for the procurement is $1,000,000- $5,000,000 and the effort shall be completed within 365 calendar days after notice to proceed. All request for IFB packages must be in writing and contain the complete Company Name, Address, Phone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Request for IFB packages will not be accepted less that 10 days prior to bid opening. Safety records of the prime contractor and subcontractor will be a consideration at award time. The prime contractor must have an EXPERIENCED MODIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package.The prime subcontractors EMR rating shall be no more than 1.1. Contract award is contingent upon the availability of funds. This procurement is full and open competition. The NAICS Code and small business size standard for this procurement are 233310 and 28.5M, respectively. The anticipated release date of the IFB is on or about Spetember 10,2003 with an anticipated offer closing date of on or about October 14,2003. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from John Busbey at (256) 544-0896. All responsible sources may submit a bid which shall be considered by the agency. [OMBUDSMAN STATEMENT IS REQUIRED] An ombudsman has been appointed -- See NASA Specific Note "B".
