Description
NAICS Code: 511210 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is X7A076, and the solicitation is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 511210 which has a size standard of $21,000,000 to qualify as a small business. This procurement is set aside for small business. The Agency's demand for gel quantitation have increased resulting in the need to incorporate the newest state-of- the science software, and associated hardware, for gel quantitation. The software package should have features that make it capable of performing 2D image analysis, allowing optimal consistency, reliability and gel processing for proteomics research. The software will: 1. be able to analyze protocol management for repeat studies, 2. possess an "experiment analysis wizard" to expedite experiment set-up, 3. possess an automatic spot detection algorithm to identify accurate boundary definition and drive accurate mass spectrometry, 4. possess an automatic whole image warping and matching ability with and algorithm that reconciles intra- and inter-experimental variation. Award will be based on the lowest priced software meeting the technical specifications. The following FAR clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions - - Commercial Items. All offerors are to are to include with their offers a completed copy of provision 52.213-3, Offeror Representation and Certifications - - Commercial Items. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.203-6 Restrictions on subcontracting Sales to the Government, with Alternate I; 52.203-10, Price or Fee Adjustment for Illegal or Improper Activities; 52.219-14, Limitation on Subcontracting; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. It is requested that the completed Representations and Certifications be included with the proposal.
