Description
It is anticipated to place a five (5) year Services contract with Cost Plus Award Fee (Term) provisions. The required services include: engineering, analytic, and administrative services to ensure that all designated Naval Facilities will have the capability to repair and test sonar transducers and arrays in a manner which will maintain fleet Ant-Submarine Warfare (ASW) readiness. This solicitation includes an estimated level of effort of 182,000 MANHOURS (36,400 per year). The categories of labor are: Manager Program Project II (1,800 hours per year), Engineer Design II (1,000 hours per year), Engineer Systems II (1,800 hours per year), Engineer Electrical/Electronics II (3,600 hours per year); Crane Operator/Rigger (3,600 hours per year), Technician Electrical/Electronics II (7,200 hours per year), Technician Mechanical II (7,200 hours per year), Specialist Configuration Management II (4,400 hours per year), Word Processor I (3,000 hours per year), and Clerk General I (1,800 hours per year). The highest level of security classification for this contract is secret. Personnel need only possess a clearance at the level necessary to accomplish the task, but must be able to obtain a Secret clearance if required. Award will be made on a best value basis utilizing the following evaluation factors: Personnel, Past Performance, and Cost. Personnel and Past Performance are approximately equal in weight. This procurement will be released as a Small Business Set-Aside 100%. The Service Contract Act applies. Organizational Conflict Of Interest (OCOI) clause for access to proprietary data applies. Specific instructions for submission of site-visit request will be included in the Solicitation. Anticipated release date is 2003 AUG 26. This requirement is a follow-on to contract N66604-99-D-0073 which was awarded to Anteon Corporation (141,750) Man-hours/$7,276,498.00) Code 1 applies. NAICS: 541330/$23M.
