Description
NORTHWEST REGIONAL HOUSING PRIVATIZATION, CONSISTING OF INSTALLATIONS AT SUBASE BANGOR (SILVERDALE, WA); NAVSTA BREMERTON (BREMERTON, WA); NUWC KEYPORT (KEYPORT, WA); NAVMAG INDIAN ISLAND (PORT HADLOCK, WA); NAVRADTRASTA JIM CREEK (OSO, WA); NAS WHIDBEY ISLAND (OAK HARBOR, WA); WITH ADDITIONAL AREAS AT BAINBRIDGE ISLAND, WA, BRIER, WA, KINGSTON, WA, OLALLA, WA AND SEATTLE, WA. Section 2801 of the National Defense Authorization Act for Fiscal Year 1996, Public Law 104-106, 110 Stat. 186 (10 USC 2871-2885), as amended by the National Defense Authorization Act for Fiscal Year 2001, provides a series of powerful authorities that allow the Department of Defense (DOD) to work with the private sector to build and renovate family housing and ancillary facilities. The Department of the Navy (DoN) intends to utilize the unique powers and authorities provided under the legislation to ensure that safe, high quality, energy efficient, well-managed, affordable housing will be available to military families, as needed, over the long term at SUBASE Bangor, NAVSTA Bremerton, NUWC Keyport, NAVMAG Indian Island, NAVRADTRASTA Jim Creek, NAS Whidbey Island. Accordingly, the DoN intends to become a partner in a public-private partnership, or similar business entity, established by a private company or team of private investors/developers, property managers/operators, building contractors, architects and engineers, and/or others for housing for military families at the aforementioned installations. The private partner will secure debt and/or contribute equity, as needed, and, on behalf of the business entity, accomplish the following: own, operate, manage and maintain the existing inventory of 3,058 DoN-owned family housing units, and any additional replacement units constructed, including certain streets and selected infrastructure, and ancillary facilities, for a term of 50 years; design, finance and construct needed repair and renovation requirements to 1,766 units and ancillary facilities within the existing inventory, and install electric utility meters for units that are not replaced, all at a total cost of approximately $55.3 million; design, finance, and demolish up to 348 existing units; design, finance and construct replacement of 12 existing units on DoN land; divest 92 existing units on DoN-provided land and design, finance and replace 92 units on partnership acquired private land; design, finance and construct no less than 33 deficit units on partnership acquired private land. Additionally, the DoN will contribute 40 existing units, related improvements, and DoN-owned land to the partnership. The private partner will secure debt and/or contribute equity, as needed, and, on behalf of the business entity market and sell the existing inventory and associated land at 3 locations in a manner that maximizes the extent of project work for the other privatized units. The 3 locations include, Bainbridge Island ? 16 units, 5.4 acres; Kingston ? 12 units, 3.6 acres; and Olalla ? 12 units, 4.0 acres. This acquisition will be conducted by the Commanding Officer, Southwest Division, Naval Facilities Engineering Command, San Diego, CA. In Step 1, Request for Qualifications (RFQ), interested parties shall submit a Statement of Qualifications, in conformance with the outline contained in the RFQ, describing their concept for development and approach to operate and manage the project; possible future additional requirements for family housing at various locations; past performance with regard to developments of a similar nature, scope and scale; and financial capabilities and capacities. Based on its evaluation of the RFQ submittals, the DoN will invite not more than 4 offerors judged best qualified, to respond to the Step 2, Request for Proposals (RFP). THE STATEMENT OF QUALIFICATIONS WILL BE DUE ON 28 OCT 2003, AT 1:00 PM PST. This solicitation will be conducted in accordance with the terms and conditions contained in Section 2801 of the National Defense Authorization Act for Fiscal Year 1996, Public Law 104-106, 110 Stat. 186 (10 U.S.C. 2871-2885), as amended by the National Defense Authorization Act for Fiscal Years 2001. It is anticipated that the RFQ/RFP will be available on or about 26 August 2003, as Solicitation N68711-03-RP-03M01 at http://esol.navfac.navy.mil. This solicitation will be available in electronic format only. All documents will be in native file format. The free Acrobat Reader required to view .pdf files can be downloaded from the Adobe website. The official access to the solicitation is via the Internet. Prospective offerors are encouraged to register for the solicitation when downloading from the NAVFAC E-SOL website. Only registered offerors will be notified by e-mail when amendments to the solicitation are issued. The official plan holders list, a list of all parties who have registered and requested a copy of the RFQ/P, will be maintained and can be printed from the website. Amendments will also be posted on the website for downloading. This will normally be the only method for distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. A Pre-proposal Conference is scheduled for 16 September 2003 in Seattle, WA, followed by site visits (16-18 Sep) to the housing in the Northwest Region included in this project. Site visits will include Seattle, Brier, SUBASE Bangor, NUWC Keyport, Olalla, NAVSTA Bremerton, NAVMAG Indian Island, and NAS Whidbey Island, WA. Time will also be allocated for self-guided, windshield tours of housing at Bainbridge Island and Kingston, WA. The tour will conclude at approximately 5:00 PM, local time, Thursday, 18 September 2003, in Whidbey Island, WA. Meeting points will be identified and bus transportation will be provided for the neighborhood tours. OFFERORS ARE RESPONSIBLE FOR THEIR TRAVEL TO THE MEETING POINTS OUTSIDE OF EACH BASE, AS WELL AS TRANSPORTATION FOR THE SELF-GUIDED TOURS. ADDITIONALLY, NO MEALS OR LODGING WILL BE PROVIDED BY THE DoN. The DoN wishes to offer the maximum amount of flexibility to pre-proposal conference and site visit attendees. The pre-proposal conference and site visit kick-off scheduled for 16 September 2003 will include welcoming remarks and presentation from senior DoN personnel and attendance by all interested offerors is strongly encouraged. Due to the duration and nature of the site visits, the DoN understands that availability of offerors? management personnel may be limited. It is strongly recommended that personnel representing interested offerors attend all site visits, however, it is not mandatory that the same personnel attend the tour at each site. Offerors should indicate which personnel will be in attendance at each site in order to be cleared for base access. All site visit attendees should have proper identification available while on the site tours. Due to security requirements, access may be denied to foreign nationals at some of the installations.
