Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. F61521-03-QP900 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This acquisition is unrestricted. The USAFE Contracting Squadron ? Rhine Ordnance Barracks, Germany intends to award a firm fixed price purchase order for the purchase of 2 each Heartbeat detector alerting systems that determines whether humans are present in a vehicle. The system must be capable of analyzing vehicles with two (2) to four (4) axles, and must be capable of identifying the location of a stowaway via the system's computer screen. System must be semi-portable with capability to be moved and redeployed at multiple locations by no more that one individual with no maintenance requirements. All system components must have protection to prevent corrosion from weather elements. Inspection system must be field tested and have at least 3 years operational use by other federal/governmental agencies. (Queries will be made on ease of operations, rate of false positive readings and maintenance support/responsiveness of company if and when system goes down). System shall not produce false positives readings (understanding that inspection area must be protected from excessive wind). Must be operationally user friendly (touch screen operations desired) and easy to train personnel on operational use. System must be able to operate with multi-voltage power sources, i.e. 110V/220V. Detection and alerting cycle shall not take longer than 30 seconds once sensors are attached to vehicle and system begins inspection process. Request one year warranty with purchase and additional 3 year warranty included in proposals submitted. Set-up costs and initial training must be included in quotation. Proposal must include response capability (plan of action) if and when system goes down. Detailed product specifications of the item must be included with the offeror?s quotation. Items to be delivered FOB destination to the following addresses: 1 each to 48 SFS, Unit 5259 Box 435, RAF Lakenheath UK, APO AE 09464-5434, POC: TSgt Olith Straughn; and 1 each to 100 SFS, Unit 4930 Box 420, RAF Mildenhall UK, APO AE 09495-0420, POC: TSgt Joseph Higginbotton. Delivery to be not later than 45 days after receipt of order. The following clauses and provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition with the following addenda: paragraphs a, d, e, h, and I of this provision do not apply. FAR 52.212-2, Evaluation ? Commercial Items applies to this acquisition with the following addenda: paragraph (a) is filled in with (1) Technical capability of the item to meet the Government?s needs; and (2) Price. Technical capability of the item is more important than price; paragraph (b) does not apply. FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items without addenda applies to this acquisition; (Offerors are advised that they must include a completed copy of this provision with their quotation). FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders ? Commercial Items without addenda applies to this acquisition (including 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13 and 52.232-33). DFARS provisions at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (to include 52.203-3, 252-225-7007, 252.225-7012, 252.227-7015, 252.227-7037, 252.243-7002, and 252.247-7023; DFAR 252.229-7000, Invoices Exclusive of Taxes or Duties; 252.229-7001 Tax Relief; and 252.225-7043 Antiterrorism Protection for Defense Contractors Outside the United States applies to this acquisition. NOTICE: REFERENCE DFARS CLAUSE 252.204-7004, ?REQUIRED CENTRAL CONTRACTOR REGISTRATION?, ALL CONTRACTORS WISHING TO DO BUSINESS WITH THE DEPARTMENT OF DEFENSE ARE REQUIRED TO BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRY. IT IS THE OFFEROR?S RESPONSIBILITY TO REGISTER AND/OR CONFIRM THAT ALL INFORMATION IN THE REGISTRY IS ACCURATE AND COMPLETE. ANY OFFEROR THAT IS NOT REGISTERED OR WHOSE INFORMATION IN THE REGISTRY IS INCORRECT WILL NOT BE ELIGIBLE TO RECEIVE AN AWARD.
