Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitute the only solicitation; proposals are being requested and a written solicitation will not be issued. All responses to this Solicition/Request for Quotation (RFQ) must refer to Solicitation Number F04693-03-R-0035. RFQs must be submitted by close of business September 05, 2003. This requirement covers one (1) line item, which is to administer exams to both military and civilian personnel. Testing shall be administered on Tuesday(s) at 0800 and Thursday(s) at 1230 promptly. When submitting a quote please indicate a fee per testing administration session. The text examiner responsibilities are as follows: Ensure adherence to HQ USAF, MAJCOM, and Defense Activity for Non-Traditional Education Support (DANTES), Extension Course Institute (ECI), and Air Force Institute for Advanced Distributed Learning (AFIADL), Distance Learning and educational institutions as well as Professional Military Education (PME), Career Development Course (CDC), or other exams required for course admission. The contractor must be able to work on a flexible part time schedule. There will be no transition period between the incumbent and incoming contractor. Therefore, the education staff will work closely with the contractor to clarify unique aspects relative to this requirement. The staff work force is not in any manner available to instruct, serve in a supervisory capacity or enhance the contractor personnel in their qualifications. The government shall withdraw the transition advisors as the contractor becomes fully functional within the first 30 days of contract performance. The contractor shall complete and pass examination for DANTES Test Examiner Course within two (2) weeks after contract award. The Education Services Officer (ESO) shall notify the contractor when three (3) or five (5) examinees require testing. The contractor shall coordinate and advise examinees of scheduled time and location. All exam sessions are approximately three (3) to five (5) hours long; a session includes all associated administrative duties. Should the need arise to cancel a session the contractor will be notified at least 24 in advance (method agreed to by both parties after award). The Government shall furnish working space, safes or secure containers for test storage, testing supplies necessary to conduct testing, office supplies and equipment necessary to conduct required services. The government will periodically evaluate the contractor?s performance to ensure services are received. The government may review each task completed or as merited by contractors performance. Potential offers shall possess a baccalaureate degree from a regionally accredited college or university as evidenced by transcripts. Prior experience working with the military in an education environment is preferred. Potential offers will preferably have one year of recent verified experience in the education career field to include instructor, counselor, or administrative duties. Computer applications skills are desired. This contract is Set-aside for Small Business. The NAIC code associated with this requirement is 611699 with size standard of $6 million. Require delivery to Los Angeles Air Force Base, El Segundo, California 90245. To be eligible, potential offers must be registered with Central Contractor Registration (CCR), NO EXCEPTIONS. In order to register, apply through the Internet at http://www.ccr.gov. Verification of CCR registration and a Tax ID number must accompany your quote. The term of the contract will be from 09 September 2003 through 31 August 2005. Unilateral renewal will occur annually at the discretion of the Government. Documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. The provisions of DFAR 252.204-7004, Required Central Contractor Registration; FAR 52.212-1, Instructions to Offers Commercial Items, 52.212-3 Offer Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.233-3, Agency Protests and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, including the following sub clauses, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37 and 52.232-33, apply to this acquisition. Far Clause 52.212-2, Evaluation- Commercial Items, also applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible applicant whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.Educational requirement, 2.Ability to meet delivery schedule 3. Prior experience, military environment, 4. Prior experience, educational environment, 5. Past performance, and 6. Price. Past performance evaluations will be based upon the attached performance evaluations that are to be completed by previous employers and submitted by them.
