Description
The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with NEC America Inc.(NECAM) for the purchase of a RESOLVE(tm) Service Agreement for VISN 12's telecommunication system. This procurement is being conducted in accordance FAR 6.302 - only one responsible source and no other supplies or services will satisfy agency requirements. NAICS 811213. To the best of our knowledge, RESOLVE is only available from NECAM and is the only program, which will allow VA Staff (currently certified on the NEC equipment) the ability to directly contact the highest level of NEC Engineers, Programmers and Manufacture's Application Technicians. In order to meet the needs of the agency, services provided must include the following: 1) Ability for the VA staff to have direct telephone engineering assistance and contact with NEC America's National Assistance Center (NATC). The highest level of support required must be accessible on a 24x7 basis and the technicians must be certified in the following: UMG PBX Systems, Eight Interconnected 2400 IMX Fusion Systems, Navigator Certification, AIMWorX Certification, CCIS Peer to Peer Certification, and IP Telephony Certification. 2) On-site Field Service Engineering assistance as required. 3) Remote engineering support such as Technical Consulting, remote MAT operation for diagnostic or testing purposes, Lab simulation and testing of Customer requested programming or database design configurations. 4) Include a minimum of one (1) Preventive Maintenance System Audit per year on the primary switch/node as designated by VISN 12 or on other switches at the same campus. 5) Include one (1) initial set of System Documentation in CD-ROM format and provide direct access (via password) to the on-line Documentation Section of the NECAM CNG Home page. 6) Direct NTAC Online Access. Each accredited technician employed by VISN 12 must be given direct access to the NECAM/CNG NTAC Online support website. This access to the website shall provide information on new programming instruction and guidance and documentation to support new activities, which will focus on the technical information to assist technicians in supporting the PBX systems within VISN 12. 7) Include the ability for VA staff to attend the annual "Resolve" conferences for additional training and assistance from the manufacturer's most certified technicians. To the best of our knowledge the RESOLVE is the technical support services, which will meet the needs of the facilities and is only available from the manufacturer of the existing equipment. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within (ten) 10 calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with NEC America, Inc.
