Description
The Federal Railroad Administration (FRA) is seeking qualification statements from sources capable of providing expertise on the utilization of guided waves to detect internal rail defects in support of FRA's Office of Railroad Development. In the event that another qualified force is unavailable, it is anticipated that a sole source fixed price type award will be made to FBS, Inc. The period of performance for this effort is one year. This procurement will provide understanding in the following areas: 1) how guided waves travel through railroad rails; 2) how guided waves respond to the types of defects found in rails; 3) how normal or benign anomalies in rails can be distinguished from true defects and 4) which guided wave forms and frequencies may be used to inspect the rail web, rail base as well as the rail head. Specific tasks include conducting a 3-dimensional wave dispersion analysis, lab testing rail samples and conducting a 2-dimensional Fourier Transform analysis. Periodic meetings and reviews are anticipated for this effort and deliverables include monthly progress reports and a research report. Interested sources must submit a fully descriptive statement of qualifications by 3:00 pm, EST on Tuesday September 9, 2003. Qualification statements should be limited to fifteen (15) pages, including a description of organizational and individual knowledge as well as experience in performing the aforementioned tasks. Resumes for key personnel who would be assigned to perform this work should be limited to 2 pages or less and will not be included in the 15-page limit.
