Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a sole source basis with DataWatch Systems, Inc. under the authority of FAR 6.302 for the removal and relocation of contractor-owned Access Control and Closed Circuit Television System located at 650 Massachusetts Avenue Washington, DC 20226. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. All contractor installers must have security clearances. The statement of work includes removing existing equipment and relocating it as it is currently configured. Contractor is to use all of the existing equipment including the monitors, VCR?s, and analog multiplexers. Contractor must remove and re-install all of the CCTV system components to include the console, recording devises, monitors, multiplexers, streaming video, Win-Pak Access head end and Intercom Systems. Also contractor must install two new card readers used to control access at two different locations within the same complex. Equipment included for these two new areas are (2 each) electric strike locks, (2 each) request to exit motion detectors, (2 each) magnetic alarm contacts and (2 each) lots of wire. ATF seeks a sole source award because access to the system includes passwords, current knowledge of the system set up within the building, and warranty on all equipment that will be re-located.
