Description
The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Rashid L. Bashshur, Ph.D., Professor, Department of Health Management and Policy, Director, UMH, Telemedicine Core, 1500 E. Medical Drive Center, C248, MIB, Ann Arbor, Michigan, 48109-0825 for the suppport of five (5) selected expert papers and a companion symposium that shall provide a comprehensive synthesis of cost-effectiveness evaluations for telemedicine services and other clinical decision support systems, with a special emphasis on the ability of these systems to improve access and quality of health services (e.g., reduction in medical errors). Specifically, Dr. Bashshur provide support for the five papers that will address: 1. summary of findings from telehealth evaluation studies, both U.S. and international, with an assessment of their scientific soundness. 2. A review of current techniques for measuring costs across and a discussion of limitations in the current approaches and recommendations for practical methodological techniques to measure costs systematically across varying health care arrangements (e.g., integrated managed care systems, open systems). 3. A review of current techniques for systematically and scientifically measuring outputs and outcomes and a discussion of practical methodological techniques to measure outcomes across varying health care arrangement. 4. An assessment of emerging technologies (including wireless and broadband telecommunications) for clinical decision support and telemedicine, emphasizing the practical advantages and disadvantages of deploying these technologies in a clinical setting. This should yield an understanding of who benefits and by how much. This paper should include a discussion of the policy and technical steps required for these technologies to be clinically accepted and cost effective. 5. Policy, economic, and operational barriers to creating interoperable information systems across a communities? providers, and practical steps to overcome these barriers based on the experience in the U.S. and other countries in the international community. Rashid Bashshur is Director of Telemedicine at the University of Michigan Health System and Professor of Health Management and Policy at the University of Michigan School of Public Health. Since the early 1970?s, he has been a catalyst for the development and evaluation of telemedicine systems in the U.S. Over the past two and a half decades, Dr. Bashshur has served as senior consultant to numerous telemedicine projects, agencies and governments, including, the Navy, Bell Laboratories, the Office of Technology Assessment, the Department of Defense, and several foreign governments. In 1993, in order to conduct multistate research on telemedicine as it relates to issues of access to care, and quality of care, he founded the National Consortium for Telemedicine Evaluation, based at the University of Michigan School of Public Health. This service will be procured under FAR Part 13 (Simplified Acquisitions.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal, which will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm?s ability to meet the government?s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
