Description
The National Heart, Lung, and Blood Institute intends to purchase three mouse studies services which consist of Toxicity, Dox, and Pac, beginning September 2, 2003 through December 1, 2003: The contractor will procure, house, maintain, inoculate and treat the mice. The contractor will also implant tumor cells, measure tumor growth, procure tissue for measurement of proteins, conduct pathological examination, and collect tumor material after treatment of inoculated mice with anti-tumor drugs. Cells will be cultured at the NIH campus and delivered by the site researcher for inoculation into the animals at the contract site. Company shall be within a ten (10) miles of NIH campus, allowing the researchers access to the site of experimentation. The Government intends to evaluate offers and award a contract without discussions. Therefore, the initial offer should contain the offeror;s best terms from a technical and price standpoint. Interested vendors capable of providing the requested services listed in this synopsis should submit two (2) copies of a proposal to the below address. The proposal shall include the itemized price, commercial price list, prompt payment terms, the F.O. B. (Destination or Origin) Shipping Cost, if applicable, business size, Tax payer Identification Number (TIN), Dun & Bradstreet Number (DUNs), and complete detail on the care of the mouse in accordance with guidelines stated. The acquisition is being conducted under simplified acquisition procedures. The North American Industry Classification System (NAICS) applicable to this requirement is 621511, and Size Standard is $6.0M. to this announcement, referencing synopsis number NHLBI-PS-2003-122, may be submitted by mail to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter.
