Description
The National Heart, Lung, and Blood Institute intends to negotiate on a noncompetitive basis with The Southern Research Institute 431 Aviation Way, Frederick, MD, 21701, to participate in Protocol #2HB30R, which consist of researching and identifying novel hepatitis agents. Studies can no longer be conducted at the NIH campus. NHLBI no longer has the facilities for work done at the Besought level 2 (BSL2) with three (3) practice and none of the other animal facilities will allow the use of human material at Besought level 3 (BSL3) practice of a potential mouse and human pathogen. These studies are required as part of the research to identify novel hepatitis agents. Other companies within the area having Biosaftey level 3(BSL-3) also accept but have other pathogens their facilities, thus negating the criteria stated ? that the facility must not have animals with any pathogens, including MHV because of the risk of transmission of the study of animals.? The Association for Assessment and Accreditation of Laboratory Animal Care is required. The facility shall be within a fifty (50) a mile radius of NIH to perform the experiments. The period of performance is approximately three (3) months from start of issuing of purchase order. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of Federal Acquisition Regulations (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) applicable to this requirement is 621511, and Size Standard is $6.0M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2003-111, may be submitted by mail to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter.
