Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-03-995, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-14. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 Employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), has a requirement for a MicroTime 200 from PicoQuant GMBH, Rudower Chaussee 29 IGZ, 12489 Berlin, Germany. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The following specifications must be met to meet the Government?s needs: The system shall include an excitation diode laser system, an inverted microscope body, and a four-channel SPAD detector system. The system shall have the Fluorescence Lifetime Imagining capability (FLIM) with Single Molecule Detection (SMD) sensitivity. It shall contain the complete optics and electronics for recording the fluorescence dynamics in variety of operating modes for microscopic samples of femtoliter volumes. The system shall have 2D imagining capability at sub-micrometer resolution by using a piezo scanning stage driven by a high performance closed loop digital position controller with 100 mm x 100 mm range with less than 10 nm resolution. Fluorescence excitation via picosecond diode laser system including: Driver unit operating at up to 80MHz 635nm, 440nm, and 400nm diode laser heads with option of additional wave length laser head to be added in the future. In addition, the illumination system must have single-mode fiber coupler system that maintains polarization. The data acquisition system shall have: Time-Correlated Single Photon Counting (TCSPC) electronics with less than 40 ps time resolution, less than 350 ns dead time, 4096 time channels per curve, with differential non-linearity of less than 5% pp, less than 0.5% rms. In addition, the system must be able to operate in the Time-Tagged Time-Resolved (TTTR) measurement mode with 12/16 bits output format, 100 ns macro timer resolution, 128k FIFO buffer capacity (photons), sustained data throughput up to 2 Mcps, and peak data throughput up to 3 Mcps. The system must allow it to perform vastly different measurement tasks based on one single data format, yet without any sacrifice of information available from each single photon. The data analysis tools supplied shall be capable of performing intensity time trace, burst analysis, lifetime histogramming, Fluorescence Correlation Spectroscopy (FCS), and lifetime imaging. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or September 9, 2003. The quotation must reference ?Solicitation number? NIH-NIDDK-03-995. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
