Description
The U.S. Department of Commerce, NOAA has a requirement for the acquisition of Item 0001 - trawl survey mensuration equipment. The system includes multiple deck terminal, original sensors and replacement sensors for routine use on bottom and mid-water trawl surveys. The system shall be capable of being deployed and operating reliably at depths up to 300 meters. The required equipment includes Deck Terminal system and monitors capable of receiving, interpreting, displaying and logging acoustic signals transmitted from net-deployed sensors; A hull mounted transducer; spread/distance sensors to measure and log accuracy of +/-1 meter, quotes should include accessory equipment (batteries, chargers, mounting equipment) required to deploy sensors on wing ends and doors. Chargers should operate on 115V +/- 10%; Headrope Height Sensor designed to either directly or indirectly measure and acoustically transmit the height of the net headrope off the bottom. Optional equipment includes item 0002 Bottom Contact Sensor - if available, to sense whether they are in contact with the bottom and acoustically report this information to a ship deployed transducer. This sensor should be capable of continuously reporting contact or non-contact with the bottom. Item 0003 Portable Transducers ? if available, or towable transducers that can be deployed off vessels without fixed attachment to the vessel hull. Item 0004 Depth Sensors ? if available, capable of measuring and acoustically reporting depth to a ship deployed transducer. Depth sensors must be capable of measurement accuracy of +/- 1 meter. Item 0005 Temperature Sensor - Some systems have an optional temperature sensor capable of measuring and acoustically reporting temperature to a ship deployed transducer. Depth sensors must be capable of measurement accuracy of +/- 1 degree Celcius. In some systems, the capability is built into another type of sensor. Item 0006 Symmetry Sensor - Some systems have a symmetry sensor that provides information on the water flow orientation in relation to the towing direction and underwater currents. Item 0007 Replacement Mounting Hardware by Specific Sensor - Most systems have custom hardware utilized to attach sensors to net and doors. This hardware needs to be replaced periodically when it fails or is damaged. Quotations related to hardware should refer to specific sensors when mounting equipment is not universal. This is a combined synopsis/request for quotation for commercial items prepared IAW FAR 12.6. This synopsis constitutes the only Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14; quotes are being requested and a written RFQ will not be issued. The quotation number is EA133F-03-RQ-0204. The following provisions and clauses are incorporated by reference and may be viewed at www.arnet.gov/far/ : FAR 52.212-1, Instructions to Offerors-Commercial Items (OCT 2000); FAR 52.204-6, Data Universal Numbering System (DUNS) Number (JUN 1999); FAR 52.212-2, Evaluation ? Commercial Items ? government will award to the offer most advantageous, price and other factors considered; and FAR 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002). Offerors must print off and include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (JUL 2002) (ALT 1 APR 2002), with its offer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (MAY 2002) applies to this acquisition. No Defense Priorities and Allocations System (DPAS) rating assigned. This award is intended for award under simplified acquisition procedures, unrestricted. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain (and provide on the offer) a DUNS number by calling 1-800-333-0505. All responsible sources may submit a quote to the contracting office listed herein due on or before September 19, 2003 by 4:00 pm EST. Award will be based on price and other related factors such as performance measures including accuracy, weight, and ease of use; and reliability based on Center and agency-wide experience. Offerors are required to provide detailed descriptions/specifications of the equipment/systems. Award may be made to multiple venders/systems to meet fishery research and monitoring needs.
