- Description
- The National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate on a sole source basis with the Smithsonian Institution, Washington, DC for the acquisition of services to analyze DNA sequences from vouchered tissues of scombroid fishes to determine phylogenetic relationships among these fishes. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Less than full and open competition is necessary because the samples to be analyzed are in the possession of the Smithsonian Institution. See Note 22.
