Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with the Center for Strategic and International Studies (CSIS) for a report on Bio-terrorism Countermeasures. The contractor will provide services of assembling, analyzing, and preparing for release, a report of the findings of the meetings of the CSIS Taskforce on Bio-terrorism Countermeasures that convened in the spring of 2002. This service requirement is to support the Technology Administration's mission of strengthening the Nation's economic infrastructure and using science and technology to enhance our national security. CSIS has the unique knowledge required to prepare the written document which will summarize proceedings of the series of 2002 meetings, including findings about industry requirements to develop a national program for Bio-terrorism countermeasures. The Government anticipates the award of a firm-fixed price purchase order on or about September 11, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the government will consider all capability statements received by September 11, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
