- Description
- The U.S. Coast Guard Research and Development Center (R&DC) supports the missions of the Coast Guard through research, development, test, and evaluation, to seek performance gap solutions that are based on scientific and technologic advances. The R&DC maintains contract services to provide for administrative/technical support to project, management, and administrative support activities. This requirement is a follow-on requirement to an existing directed 8(a)contract. The current contract will run out of ceiling in FY04. The administrative/technical support requirements cover a broad range of tasks. They include such areas as informational services, technical writing/editing, creating presentations, position papers and graphics, conference meeting scheduling, logistics and facilitation, library/file management services, Internet/intranet support, office automation, project planning, studies, research, technology investigation and analysis and engineering, scientific, information technology and business support. In the past, R&DC has allowed Coast Guard Headquarters and other Coast Guard organizations to use the administrative/technical support contract. In March of 2003, the Coast Guard ?moved? as an organization from the Department of Transportation to the Department of Homeland Security (DHS). That move expands the potential for non-R&DC sources of tasking under this procurement. It is anticipated that this procurement will result in the award of an Award Term Indefinite Delivery/Indefinite Quantity (IDIQ), Performance Based Service Contract (PBSC) with provisions for placing Time and Material task orders. Performance requirements will be included as part of the Statement of Work. It is anticipated that this Award Term contract will be awarded with a base period of performance of three years. The award term provision will allow the awardee to earn up to seven additional years of term conditioned on contractor performance in accordance with an Award Term Plan. The contract requirement includes access to classified materials up to the SECRET level. The NAICS code is 541990 and the size standard is 5.0 million. This procurement is set aside for competition under the Small Business Association?s 8(a) Program. Proposals will only be accepted from 8(a) companies. Offers will be evaluated on the basis of best value. Award will be made to the responsive and responsible 8(a) offeror who provides the greatest overall value to the Government based on the technical proposal, cost and other factors.
