Description
This notice does not constitute a request for information, quote or proposal for procurement of products or services. It supercedes Committee for Purchase form People Who Are Blind or Severely Disabled FEDBIZOPS notice posted June 3, 2003 concerning the addition of processed dry Pinto Beans, Yellow Dry Split Peas, Green Dry Split Peas, and Lentils to the Procurement List (PL) of the Committee for Purchase From People Who Are Blind Or Severely Disabled under the Javits-Wagner-O'Day (JWOD) Act of 1971. However, if your response to the June 3, 2003 FEDBIZOPS notice is not changed by the information presented here, you need not respond and the Committee will use that information in its consideration of this action. The Committee for Purchase From People Who Are Blind Or Severely Disabled has been asked to consider adding 30% of the total United States Department of Agriculture (USDA)/Farm Service Agency (FSA) requirement for processed dry Black Beans, Black Turtle Beans, Dark Kidney Beans, Garbanzo Beans, Great Northern Beans, Light Kidney Beans, Pinto Beans, Small Red Beans, Yellow Dry Split Peas, Yellow Dry Whole Peas, Green Dry Split Peas, Green Dry Whole Peas, Lentils, and Yellow Soybeans to its PL. Some of these items may be provided under contract to the Federal Government by your company. This action would be taken under the authority of the JWOD Act whose purposes include providing employment opportunities for persons who are blind or have other severe disabilities through Federal Government purchases from nonprofit agencies (NPA) employing such individuals served by the JWOD Program. Once these products are added to the PL, 30% of the USDA/FSA requirements for them must be purchased by the Government from a NPA (or agencies) designated by the Committee. If the Committee approves the proposed addition, the NPA currently developing this project, Minot Vocational Readjustment Workshop, Inc., will purchase processed pulse products, and package them to fulfill 30% of USDA/FSA's total requirements for the commodities. In determining whether a product(s) is suitable for addition to its PL, the Committee considers the impact on the current or most recent contractor(s) for the product(s). Specifically, the Committee considers the potential impact on a contractor's sales, and it also considers the extent to which the contractor(s) is dependent on the income from such sales to the Federal Government. It is then the Committee's responsibility to determine whether the benefits of adding an item, or portion thereof to the PL, offset any potential adverse impact on the current contractor(s). When the Committee assesses impact on a contractor, it takes into account the sales of the parent, subsidiary, and affiliated corporations as well. If your company is a parent, subsidiary, or otherwise affiliated with another corporation(s), please identify the other corporation(s) to which your company is related and the nature of the relationship, and provide total sales data for the other corporation(s) as well as your company. To determine whether the addition of 30% of the total USDA/FSA requirement for processed dry Black Beans, Black Turtle Beans, Dark Kidney Beans, Garbanzo Beans, Great Northern Beans, Light Kidney Beans, Pinto Beans, Small Red Beans, Yellow Dry Split Peas, Yellow Dry Whole Peas, Green Dry Split Peas, Green Dry Whole Peas, Lentils, and Yellow Soybeans to its PL would have a severe adverse impact on your company, the Committee requires you submit the following information for your company: 1) your company's total gross revenues from all sources for the most recent 12-month period available; 2) revenue generated from the sale of the products being considered for addition to the PL for the same 12-month period; 3) have you provided this product under previous contracts, and for how long; 4) are you certified as a small disadvantage business by the Department of Labor; and 5) are you providing the product(s) under the SBA 8(a) Program? The Committee will also consider any additional comments you might wish to make that can assist the it to determine the potential effect of its action on your firm. It would be appreciated if you would provide audited sales information. If the information you provide the Committee is confidential, please advise us and we will ensure that it is safeguarded. You are requested to respond to this notice no later than Friday, September 19, 2003, by mail or FAX at 703-603-0030. If the information is not received by this date, and we have not received a previous response from your company, the Committee could conclude that the impact of the addition of 30% of the total USDA/FSA requirement for processed dry Black Beans, Black Turtle Beans, Dark Kidney Beans, Garbanzo Beans, Great Northern Beans, Light Kidney Beans, Pinto Beans, Small Red Beans, Yellow Dry Split Peas, Yellow Dry Whole Peas, Green Dry Split Peas, Green Dry Whole Peas, Lentils, and Yellow Soybeans to its PL would be minimal on your company.
