Description
The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Greenville Transmitting Station, (E/O/EM), intends to award a Purchase Order (Contract) on a non-competitive basis to AR/Kalmus, mailing address, 11807 N. Creek Parkway s., #109, Bothell, WA 98011, to procure (3) each KAA3020 (formerly LA250H) Broad-Band RF Power Amplifier, 250 watts, 2-32 MHz with rear connectors and (3) each UF488IN, internal IEEE 488/RS232 specifically manufactured for the Greenville Transmitting Stations' GE Transmitters. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1), which states that: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." This Public Notice of intent to non-competitively contract with AR/Kalmus is not a request for competitive price quotations or proposals. However, other interested firms or individuals may express to the Government their interest in written form, in the above stated parts. Any such written expressions of interest and statements of detailed capabilities, with specific examples of past similar projects worked on by the firm or individual expressing such interest, and references for such past experience that can be validated by the Government, must be received by the Government by 2:30 p.m., EST, Tuesday, September 9, 2003 to be considered. Oral submissions of interest and capabilities will not be accepted by the Government. A final determination by the Government not to compete this proposed procurement, based on written responses to this Notice of a firm's or individual's interest and capabilities to perform the above-stated work, is solely within the discretion of the Government. Any information received from interested firms or individuals responding to this Notice will be considered by the Government solely for the purpose of determining whether to conduct, or not to conduct, a competitive procurement. Any submissions of interest and capabilities (per the above-stated information to demonstrate such capabilities) or questions regarding this Public Notice shall be in writing to the Contracting Officer, Cynthia C.
