- Description
- This is a combined Synopsis/Solicitation for Services prepared IAW FAR 12.6, FAC 2001-11, and supplemented with additional information as included in this notice. This Request for Quote is advertised for Scaffolding and associated services needed for the Air Force Academy Cadet Chapel during the architectural study. The Performance Period is for approximately 2 weeks during the period 29 SEP 03 thru 15 OCT 03 on an as needed basis. This acquisition is 100% Set-Aside for Small Business for NAICS Code 238390 (Special Trades) which applies to businesses under $12 Million. The Air Force Academy has a requirement for Scaffolding and other services to assist the original designer of the Air Force Academy Cadet Chapel. Contractor is required to operate scaffolding so the Architecture-Engineer Firm, Skidmore, Owings & Merrill can investigate the exterior wall system and structural integrity of the building and rectify existing water infiltration problems. Contractor shall dismantle and remove panels, wire strip window assemblies, provide temporary weather protection and enclosure at location of the removed panels, obtain steel samples and testing per ASTM Standards, and provide scaffolding services as needed during the A-E investigation. The government will furnish scaffolding which is the original scaffolding used to build the Cadet Chapel (approximately 50 years old). The contractor will provide special tools and test equipment. INSURANCE: The contractor shall obtain and maintain the minimum kinds and amounts of insurance during performance as specified by FAR 28.307-2 and contemplated by FAR 52.228-5 and 52.228-7. Interested business shall include the FAR 52.212-3, Offeror Representation and Certifications with their DUNS, Cage, & Tax Identification Numbers, and be Electronic Funds Transfer and Central Contractor Registration compliant. FAR 52.212-1, FAR 52.212-4, FAR 52.212-5, FAR 52.245-2 Alt 1(GFP) apply to this acquisition. Offerors not in possession of the referenced clauses in text may obtain them at http://acqnetsarda.army.mil. Department of Labor Wage Decision CO020006 dated 15 AUG 2003 for the El Paso area applies. Required Wage Rates are listed at www.ceals.usace.army.mil. FAR 52.212-2 Evaluation will be based on Specialized Experience with the Air Force Academy Cadet Chapet and Technical Capability. It is anticipated that a non-competitive sole-source Purchase Order will be issued under U.S.C. 304(c)(1) as implemented by FAR 6.302.1 to John Bowman Inc, 967 East Fillmore Street, Colorado Springs CO 80907-6315 unless additional sources are located.
