- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation F1CS0332270400, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The associated North American Industry Classification System (NAICS) for this procurement is 235310 and the small business size is $12.0 Million. This is advertised as 100% small business set-aside. Non-Personal Service to provide the following: All supervision, personnel, equipment, transportation and material and all other items necessary FOR THE UP-GRADE of the existing Giant Voice (Emergency Warning System) on Columbus AFB, MS. The following is a list of equipment to be provided and installed by the contractor: (1) ISP400 Warning System; (3) WPS2805 Outdoor Warning System; (4) C2020NU UHF 12.5 KHz; (4) 01-1485664-00 Narrow Band Tone Squelch RX/TX; (4) RDVM240 Digital Voice 240 Seconds; (3) WPSBATT Batteries; (6) WS15TEN Recessed Speakers W/Grill, 15 watts; (1) WS100TCH Wide Angel 100 Watt Speaker; (5) RDVM240U 240 Second ESC864 Up-Grade; (8) MSG PRG Message Programming; (2) E-2010 Central Control Station; (2) E2010P Printer and Cable; (2) WPSNCMIC Noise Canceling Mic; (3) SBC-2-60 Solar Powered for Outdoor; (1) SDPT1 Diagnostic Programming Device; (3) 70 foot Brown Anodized Aluminum Poles to house WPS2805. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All offers should be faxed or emailed to the attention of Paul McClain, Contract Administrator, at 662-434-7753. Oral quotes will be accepted. The due date for all quotes is 9 September 2003 by 4:00 p.m. CDT. Note that 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall complete and present with their offers FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (July 2002). In addition the clause at 52.212-5; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. Specifically, the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.232.33 Payment by Electronic Funds Transfer- Central Contractor Registration. Award will be based on meeting the requirement, evaluation of lowest price, and responsible offer/quote.
