- This solicitation, F01600-02-R-A031, is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR). This procurement is a 100% Small Business Set-Aside. The North American Industry Classification System Code is 541612, $6mil. Qualified vendors should submit a proposal with their best overall price. The Contractor agrees to comply with the following: To deliver qualified African-American students who meet predetermined qualifications for Air Force commissioning/scholarships. Students shall be delivered in two distinct groups, in-college and high school. Students delivered by contractor will meet an Air Force Reserve Officer Training Corps (AFROTC) scholarship board, where students will compete for AFROTC scholarships. In-college and high school students will compete in separate boards. AFROTC cannot guarantee that any student meeting an AFROTC scholarship board will actually be offered an AFROTC scholarship. See attachment 1 for Statement of Work. The period of performance of the resulting contract will be from September 15, 2002 through July 15, 2003, with two option years. Award of a Firm Fixed Price (FFP) contract is contemplated. The Request for Proposal (RFP) release date will be on or about July 26, 2002 and will only be provided electronically through the FedBizOps web page as discussed below. Interested parties may obtain a copy of the solicitation by accessing the following web page: http://www.eps.gov. Copies of the solicitation, including attachments, and any amendments via that website. Proposals will be due 15 days from the release date of the RFP.
