- Description
- The Naval Research Laboratory intends to award to University of Washington, Ocean Engineering Services, on an Other Than Full and Open Competitive basis, for fabrication of a Custom Bubble Generator Test Tank. As the designers of the original optical backscatter sensor, the proposed contractor possesses the unique expertise for both, fabrication of the required calibration tank and the bubble generation mechanisms. This in-house capability results in reduced cost to the Government that is not expected to be recovered through competition.
