Description
The Bureau of Reclamation, Upper Colorado Region, is soliciting for proposals for work associated with the Middle Rio Grande Endangered Species Collaborative Program. The NAICS code for this is 551114. The contract period will cover from 6 months to 12 months, and will be readvertised for any subsequent years. The program duration is estimated to be 10 years. Multiple awards may be made if it is determined to be more advantageous to the government and program. The closing date for the solicitation will be October 7, 2003. Awards will be in accordance with FAR part 15. This solicitation may be viewed at the following website 15 days after the date of this notice: http://ideasec.nbc.gov The Middle Rio Grande Endangered Species Act (ESA) Collaborative Program (Program) is a joint, collaborate effort of federal, state, and local government agencies, non-governmental organizations, and universities. The Program funds projects for the benefit of the endangered Rio Grande silvery minnow and southwestern willow flycatcher in the areas of habitat restoration, water acquisition, and science. The Program's geographical extent is defined as Rio Grande basin from the headwaters of the Rio Chama and the Rio Grande from the New Mexico-Colorado state line, including tributaries, downstream to the headwaters of elephant Butte Reservoir at elevation 4450 feet mean sea level, the elevation of the spillway crest of the Elephant Butte Dam. The federal government has an obligation to protect tribal trust assets and resources resulting from actions undertaken pursuant to the Program. The Program projects a duration of 10 years. The Program seeks long-term solutions for the recovery of the endangered Rio Grande Silvery minnow and the southwestern willow flycatcher. Among the Program priorities is to contribute to compliance with the US Fish and Wildlife Service's Middle Rio Grande Water Management Biological Opinion (BO) dated March 17, 2003. The BO describes the current status of the species, reasonable and prudent alternatives, and management measures for species protection. The Program is governed by an Interim Steering Committee that operates under a Memorandum of Understanding . Three standing subcommittees serve technical functions for the Program in the areas of science, water acquisition and management, and habitat restoration. A program management subcommittee provides general management for the Program, coordinates the efforts of the other subcommittees, and oversees Program processes, budgets, and schedule. The program management subcommittee also informs and provides assistance to the Interim Steering Committee. The requirement of the work is for technical, administrative, and management support services for the Program's subcommittees and the Interim Steering Committee. Tasks to be performed will require working with interagency and interdisciplinary work teams that include representatives of Federal and State agencies, local governments, Native American tribes, non-governmental organizations, as well as individuals and consultants. Interaction with a variety of technical specialists such as biologists, engineers, hydrologists, and water management specialists, will be required.
