Description
The Bureau of Land Management (BLM) has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, and unrestricted acquisition. Pertinent terms and conditions for this buy are as follows: 1) The BLM shall evaluate the seed for each item number based on seed certification and lowest PLS price per pound. 2) Awards may be made on higher PLS priced certified seed versus a lower PLS priced non-certified seed. 3) Other evaluation factors include past performance. 4) Delivery is required on or before October 10, 2003. 5) Offers may be made in ANY amount for the varieties specified. The total estimated amount of seed is 291,200 lbs., however, BLM reserves the right to award up to 334,880 lbs. of seed (15%) in total against any of the items listed in the schedule. 6) Based on seed availability and considerations given to seed certification, seed preference, and price the BLM will make award in any amount for each item number, adhering as closely as possible to the estimated quantities shown below for each item number. 7) Offers may be submitted for either certified seed or non-certified seed unless otherwise specified and as identified in the schedule. 8) Awarded dollar amount will be based on the bulk price per pound. 9) All seed shall be in 50 lb. bags, unless otherwise specified in the solicitation. 10) All bags of any one lot shall be bagged in the same size bag. 11) Germination for all seed will be determined by tetrazolium tests (TZ), moisture content of all seed shall be less than 11% by weight. 12) Seed shall be delivered to the following locations: Boise, ID = BOI and Richfield, UT = RCH. Prices shall be based on possible delivery to either of these locations (F.O.B. destination). 13) Award cannot be made for an item that does not conform to our minimum requirements, including PLS rating. 14) For wildland collected seed the term Certified denotes Source Identified, the term Non-Certified denotes Specified source and origin. 15) Estimated quantities for BLM's seed requirements (items are both certified and non-certified unless otherwise noted): 1-Crested Wheatgrass-Hycrest - 15,600 lbs, 2-Indian Ricegrass-Rimrock - 1,000 lbs, 3-Mountain Brome-Bromar - 75,900 lbs, 4-Certified Muttongrass - 22,650 lbs, 5-Pubescent Wheatgrass-Luna - 15,300 lbs, 6-Russian Wildrye-Bozoisky - 6,300 lbs, 7-Certified Sandberg Bluegrass-Mountain Home - 29,600 lbs, 8-Certified Slender Wheatgrass-San Luis - 58,400 lbs, 9-Certified Slender Wheatgrass-Pryor - substitution for #4, 10-Tall Wheatgrass-Alkar - 12,050 lbs, 11-Thickspike Wheatgrass-Critana - 39,000 lbs, 12-Blue Flax-Apar - 10,350 lbs, 13-Certified Globemallow - 400 lbs, 14-Certified Penstemon-Rocky Mountain - 4,650 lbs, 15-Penstemon-Rocky Mountain - Bandera - substitution for #14, 16-Certified Western Yarrow - substitution for #14, 17-Certified Utah Sweetvetch- Timp - substitution for #14, 18-Utah Sweetvetch - substitution for #14. In addition to the substitutions referenced above, Certified Slender Wheatgrass-San Luis, #8 above and Mountain Brome-Bromar, #3 above will be considered substitutions for #4 Certified Muttongrass. Offers will be due in this office on Thursday, September 18, 2003 at 10:00 a.m. (local Denver time), as specified in the solicitation. Receipt of fax offers is allowed under this solicitation. All responsible sources may submit an offer which will be considered. The solicitation will be issued on or about September 4, 2003.
